About this file

This is Amendment #6 to a Request for Proposals (RFP #33201-00926) issued by the Tennessee Higher Education Commission for Data Management and External Evaluation Services for GEAR UP Tennessee. The amendment updates the RFP schedule of events and modifies response delivery procedures. The RFP was originally issued on October 15, 2025, with a response deadline of December 17, 2025 at 2:00 p.m. Central Time. Key milestone dates include a written questions and comments deadline of October 31, 2025, state response to questions on November 25, 2025, technical response evaluation completion by January 9, 2026, product demonstrations scheduled for January 20-22, 2026, and cost proposal opening and scoring on January 23, 2026. Optional negotiations are scheduled for January 26-27, 2026, with a notice of intent to award to be released on January 28, 2026. The protest period ends on February 4, 2026 at 4:30 p.m., and the contractor signature deadline is February 9, 2026 at 2:00 p.m.

Amendment #6 revises Section 3.2 (Response Delivery) to specify three submission formats: digital media (CD-R or USB flash drive), email, or SharePoint upload. For all formats, respondents must submit the Technical Response as a single PDF document with one original and one copy, and the Cost Proposal as a separate PDF or XLS document. Email and SharePoint submissions require the Technical Response and Cost Proposal to be sent in separate communications. Digital media submissions must be sealed separately and clearly labeled with the RFP number and respondent legal entity name. All responses must be received by Will Harmon, Sourcing Account Specialist, at Will.Harmon@tn.gov by the December 17, 2025 deadline. Electronic and facsimile signatures are acceptable on cost proposals. SharePoint links are issued only upon request for respondents with file size or format limitations and are respondent-specific and non-shareable.
