About this file
This is Amendment No. 7 to Request for Proposals (RFP) No. 33201-00926 issued by the Tennessee Higher Education Commission for Data Management and External Evaluation Services for GEAR UP Tennessee. The amendment updates the schedule of events and submission procedures for the RFP. Key dates include a response deadline of December 15, 2025 at 2:00 p.m. Central Time, technical response evaluations to be completed by January 9, 2026, product demonstrations scheduled for January 20-22, 2026, and cost proposal opening and scoring on January 23, 2026. Optional negotiations are scheduled for January 26-27, 2026, with the state's notice of intent to award to be released January 28, 2026. The protest period ends February 4, 2026, and the contractor signature deadline is February 9, 2026 at 2:00 p.m. Respondents must submit separate technical responses and cost proposals through one of three delivery methods: digital media (CD-R or USB flash drive), email to the Solicitation Coordinator, or secure SharePoint upload upon request. Technical responses must be submitted in PDF format, while cost proposals may be in PDF or XLS format. All submissions must comply with specified labeling requirements, and customer references must be delivered according to RFP Attachment 6.4.
No pricing information, set-asides, incumbent details, or funding amounts are specified in this amendment document. The amendment clarifies submission procedures and updates the RFP schedule but does not address contract value, budget parameters, or financial terms. Respondents seeking clarification on other RFP requirements should contact Will Harmon, Sourcing Account Specialist, at Will.Harmon@tn.gov. All other terms and conditions of the original RFP remain in full force and effect.
