About this file
This document is a pre-bid conference presentation for RFP 325-327, a contract opportunity issued by the Washington State Parks and Recreation Commission (State Parks or WSPRC) to seek a qualified fabricator/contractor to design, fabricate, and deliver a replacement of the MV Thunderbird moorage float located at Deception Pass State Park's Cornet Bay. The float will be designed to support Marine Crew Maintenance operations and provide moorage for the MV Thunderbird vessel. The contract will be awarded to the bidder with the highest score based on evaluation criteria, which include Bid Price (45 points), Experience and Expertise (40 points), and Small Business and/or Certified Veteran-Owned Business (15 points). Bids are due by July 31, 2024, and the contract award is targeted for August 30, 2024.
The RFP prioritizes small and veteran-owned businesses, and WSPRC may deem a bid non-responsive if it exceeds the average price of all other bids by 20% or more. All bidders must score at least 60 points to be considered responsive, and WSPRC may reject bids that do not meet this threshold. The contract will be for the fabrication, delivery, and launching of the float at the Deception Pass State Park's Cornet Bay Marine Crew Pier in Oak Harbor, WA.
