About this file

This document is an amendment to solicitation RFP 325-327 issued by the Washington State Parks and Recreation Commission (WSPRC) for the fabrication and delivery of a replacement moorage float for the MV Thunderbird vessel at Deception Pass State Park. The amendment provides responses to questions received regarding the solicitation, notably that the WSPRC will only consider steel framing and FRP grated decking to meet the project requirements, and that a pontoon-style float may be considered if it meets the size and other specifications outlined in the plans. The solicitation seeks a qualified fabricator/contractor to design, fabricate, and deliver the replacement float, with delivery to occur at the Deception Pass State Park, Cornet Bay Marine Crew Pier.

The contract will be awarded to the responsible bidder whose offer, conforming to the solicitation, is most advantageous to the WSPRC. Pricing terms, funding sources, and set-asides are not provided in the amendment. The amendment indicates that all earlier terms, conditions, and instructions not modified remain in full force and effect.

-- SOLICITATION AMENDMENT 2 --

July 15, 2024

COMPETITION WEBS BID

RFP 325-327 Cornet Bay Float Fabrication Deception Pass State Park

PREVIOUS TERMS AND CONDITIONS IN EFFECT: All earlier terms, conditions, instructions, information, language, etc. not modified by this amendment remain in full force and effect.

NOTE: Bidders are invited to include this competition amendment with the Bidder’s bid response, but it is not mandatory.

ACTIONS: Answering questions State Parks received regarding this competition solicitation.

Question: We manufacture marine grade aluminum framed floating docks with closed cell foam incapsulated in hand welded HDPE plastic and decked with Wolf PVC, would you consider us an approved equal?

Answer: State Parks and the engineer team consider steel is necessary for the structural support of the size and weight of the State Parks vessel the Thunderbird, due to permitting requirements the decking must be grated resulting in these substitutions not being considered acceptable for this project.

Question: Would you be open to an alternate design quote for a pontoon style float for your dock?

Answer: State Parks would consider a pontoon style float only if the design met the other criteria and requirements of the project such as but not limited to: float meets size specifications, steel framing to contain floats, decking is FRP grating with 60% light transmission, includes all pile loops, cleats, rub board/bumper and provide support for the gangway as detailed in the plans.
