About this file
This is an Anti-Lobbying Certification Form required for RFP 26V-1029, a grocery procurement solicitation managed by Mohave, a consortium of approximately 488 Arizona public agencies. The certification pertains to a statewide grocery contract opportunity covering various grocery items, household products, kitchen supplies, health and beauty items, and general use products for member agencies. The contract will be awarded for an initial one-year term with four potential one-year extensions available. Offerors are permitted to propose alternate solutions and manufacturers that meet the specified quality and performance characteristics, with Mohave serving as the final judge on acceptance of alternative offerings.
The Anti-Lobbying Certification Form requires all offerors to certify that no federal appropriated funds have been paid or will be paid to any person for influencing federal agency officers, Members of Congress, or congressional employees in connection with the contract award. If non-federal funds have been used for lobbying purposes, offerors must submit OMB Standard Form LLL disclosing lobbying activities. All subcontract awards in excess of $100,000 must include identical certification and disclosure requirements. Violation of these provisions subjects offenders to civil penalties ranging from $10,000 to $100,000 per failure. Submission of this certification is a mandatory prerequisite for contract participation, as required by 31 U.S. Code § 1352.
