Summary of RFP 26P-1015
This is a Request for Proposal (RFP) issued by Mohave Educational Services Cooperative (MESC), a statewide consortium representing approximately 480 public agencies in Arizona, for contracted staffing, recruitment, placement, and personnel services. The RFP seeks vendors to provide comprehensive temporary employment and staffing solutions including full-time and part-time hourly employees, certified and non-certified personnel, specialty and certified temporary employees, substitute staff, temp-to-hire arrangements, leased employees, and direct-hire recruitment services. Services are requested for a diverse range of positions spanning administrative, educational, healthcare, technical, and professional roles, with position titles including teachers, nurses, engineers, counselors, social workers, occupational/physical therapists, and executive-level interim personnel. The proposal submission deadline is Thursday, October 15, 2026, at 3:00 p.m. Arizona local time. Contracts will be awarded for an initial one-year term with four potential one-year renewal options. Inquiries should be directed to Christina Ulman, Contract Specialist, at contracts@mesc.org or (928) 718-3220.
The RFP specifications establish that vendors must cover all payroll and employment-related tax obligations, workers' compensation insurance, and employee benefits; provide 24-hour response times to placement requests; waive all fees for unacceptable employees and rejected candidates; and maintain comprehensive screening documentation including background checks, fingerprint clearance, and credential verification. Vendor pricing shall be submitted in a detailed pricing workbook and must address hourly rates by skill level (entry, journeyman, senior), minimum wage adjustments, overtime rates capped at time-and-one-half, temp-to-hire conversion fees, recruiting service fees based on percentage of contracted rate, and interim personnel costs. Amendment 1, dated November 26, 2024, clarifies that with the exception of recruiting services, all assigned personnel must be provided by the vendor, subcontractor, or staffing agency. Vendors must acknowledge receipt of Amendment 1 and upload signed copies along with the revised specifications table with their formal proposals.

Scope of Work Specifications
SPECIFICATIONS
Purpose of specifications: Specifications are designed to enable offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror must notify Mohave prior to specified proposal due date and time.
Partial proposals: Mohave may consider partial proposals for award of a contract.
Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.
Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
