About this file

This is a pricing schedule document for Request for Proposal No. 260000001218 issued by the State of Michigan Department of Corrections (MDOC) for a Prisoner Store and Friends and Family Care Packages contract. The RFP requires contractors to provide comprehensive pricing for a wide range of food items, health care products, personal care items, and miscellaneous goods that will be available for purchase by prisoners and their families. The pricing schedule encompasses 29 product categories including beverages, snacks, candy, breakfast items, bread products, soups, vegetables, meats, condiments, medications, personal hygiene products, and entertainment items. Contractors must identify pricing for both mandatory and non-mandatory items, with prices provided as single flat rates by ounce or single serving sizes. The document does not specify response dates, due dates, site visits, bidders' conferences, award dates, or contract terms.

The pricing submission must include all costs such as one-time setup charges, shipping, handling, and palletizing fees in a modifiable format (Microsoft Word or Excel). Contractors are encouraged to offer quick payment discount terms and must specify the commission percentage collected for Friends and Family Care Packages and Prisoner Store purchases, with both commissions required to be at least 14 percent. Food and beverage items along with select medications are designated as tax-exempt. The document requires contractors to certify that prices were developed independently without consultation or agreement with other contractors, and notes that preference will be given to items available in transparent or clear containers. Failure to complete the pricing schedule as requested may result in proposal disqualification.
