About this file
This is an Opening Tab Sheet for RFP 26-013-Q issued by Eugene Water & Electric Board (EWEB) in Oregon for Joint Use Inspection, Make-Ready Requirements, and Pole Loading Analysis services. The RFP solicits proposals from engineering consulting firms to provide pre-construction and post-construction inspections, make-ready requirements analysis, and pole loading analyses for telecommunications and utility attachments on EWEB poles located in Lane and Linn Counties, Oregon. Eight firms submitted proposals by the February 10, 2026, 2:00 PM PT closing deadline: Asplundh Engineering Services LLC, Black & McDonald, Osmose Utilities Services Inc., David Evans and Associates Inc., DRG Grid Reliability LLC, Higher Ground Line Builders Inc., JSI Intel, and K&B Technical Solutions. All eight proposers met the required submission elements, including completion of the Proposal Form (Section 6), Contractual Acceptance statement, Termination for Default statement, Minimum Qualifications/Requirements (Section 3), Evaluation Criteria (Section 5), and acknowledgment of the addendum. The contract is anticipated to run approximately five years from award with potential extension provisions. Two optional pre-proposal conferences were scheduled for January 13, 2026, and January 27, 2026.
EWEB projected receiving between 102 and 461 pole attachment applications annually, with total pole volumes ranging from 1,629 to 6,068 poles per year, resulting in an estimated annual contract value between approximately $240,000 and $1,425,000. The evaluation methodology employs Qualifications-Based Selection (QBS) with a two-step process: initial pass/fail screening requiring five years of continuous business experience and three client references, followed by scored evaluation of written proposals. Proposers must demonstrate professional liability insurance of at least $2,000,000, commercial general liability of $1,000,000 per occurrence, and workers' compensation coverage. Cost estimates are required only after shortlisting, with pricing excluded from initial proposals. The RFP specifies no explicit set-aside designations for disadvantaged enterprises and requires strict compliance with EWEB-specific construction standards, NESC standards, and Oregon Administrative Rules.
