About this file

This is a Notice of Intent to Negotiate issued by the Kissimmee Utility Authority (KUA) Finance & Administration Procurement Division on November 3, 2025, regarding RFP 25-064-RM for GIS Distribution Design Software. The RFP sought a modern electric distribution design software solution to support KUA's transition to Esri's Utility Network model, with the original solicitation issued on July 30, 2025, requiring questions by August 19, 2025, and proposals by August 26, 2025, at 2:00 PM EST. KUA has indicated its intent to negotiate with Spatial Business Systems LLC as the apparent successful bidder. The anticipated contract term is three years with two optional one-year renewal periods. The procurement is subject to final approval by the KUA Board of Directors, and the successful bidder will not acquire any legal or equitable rights until a contract is duly approved and executed by KUA. Any person adversely affected by the award decision must file a written notice of protest with the Vice President of Finance and Administration within seventy-two hours, excluding weekends and legal holidays.

The RFP evaluation utilized a best-value approach with scoring weighted across functional capabilities, integration flexibility, vendor qualifications, implementation strategy, cost, and value-added features. The software must integrate with KUA's existing enterprise systems, including ArcGIS Enterprise, ServiceLink Work Management System, and Cogsdale Financial Management System, and target two approved platforms: Autodesk Utility Design (AUD) and ArcFM Designer XI, with ArcFM Designer being the incumbent platform. KUA operates under an Esri Small Municipal and County Government Enterprise Agreement and serves over 99,000 customers across an 86-square-mile service area in Florida. No specific budget amounts or set-aside designations were disclosed in the notice, though vendors were required to provide comprehensive cost breakdowns during the proposal process. The final purchase remains contingent upon Board of Directors approval.
