About this file

This document is an Addendum #1 for Request for Proposal (RFP) 25-064-RM issued by the Kissimmee Utility Authority (KUA) for GIS Distribution Design Software. The RFP is for Phase I of a two-phase procurement process to select a preferred vendor for a GIS Design Tool. KUA has specifically identified two approved electric distribution design software platforms for this procurement: Autodesk Utility Design (AUD), represented by SBS, and ArcFM Designer XI, represented by Schneider Electric. Only proposals based on these two platforms will be considered responsive to the RFP.

The addendum clarifies that the current RFP (Phase I) is focused solely on selecting and procuring a design software solution, with detailed implementation pricing and a full implementation scope of work not required at this time. KUA anticipates that the subsequent Phase II RFP will be open to qualified firms with proven experience implementing the selected design solution, who can either complete a Utility Network conversion scope of work or partner with another qualified firm to do so. While vendors responding to this RFP are not guaranteed selection for Phase II, those with relevant implementation experience—including partners of the software vendor—may be eligible to respond.

ADDENDUM #1

Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.

I. QUESTIONS

Q1. Is intention of this RFP to only select the preferred vendor for the GIS Design Tool, and services necessary for implementation would be contracted under the second Phase (under 1.1 in the Scope of Services, section 3) “Utility Network Migration and Design Software Implementation and Integration (Phase II)”? Thus, implementation pricing and a project SOW is not necessary for this response. Correct?

A1. Correct. The intent of this RFP (Phase I) is to select and procure a design software solution. While high-level implementation considerations may inform evaluation (e.g., ease of deployment, integration potential), detailed implementation pricing and a full implementation scope of work are not required at this time.

Q2. Will the subsequent RFP for the second phase have the same vendor requirements as this RFP? Or will KUA consider bids for the second phase from consulting firms with experience and training in implementations of the Vendors solution?

A2. KUA anticipates that the Phase II RFP will be open to qualified firms with proven experience implementing the selected design solution. In addition to design software implementation as part of Phase II, these firms would either complete a Utility Network conversion scope of work or partner with another qualified firm who will perform the Utility Network conversion scope of work. While vendors responding to this RFP are not guaranteed selection for Phase II, those with relevant implementation experience— including partners of the software vendor—may be eligible to respond.

Q3. We have reviewed the RFP and noticed this statement in the scope. KUA has identified the following electric distribution design software platforms as approved for this procurement: 1. Autodesk Utility Design (AUD), represented by SBS 2. ArcFM Designer XI, represented by Schneider Electric Our question is; since GeoDigital`s StakeOut is not built on either platform listed above, does this mean GeoDigital is not approved to respond to this RFP?

A3. KUA has identified Autodesk Utility Design (AUD) and ArcFM Designer XI as the approved platforms for this procurement. Only proposals based on these two platforms will be considered responsive to this RFP.

Bidder(s) must acknowledge receipt of this addendum by signing this form below and returning it with your bid response.
