About this file

This is Addendum #1 to RFP-25-057-KY for Tennis Instruction Services issued by the City of Altamonte Springs, Florida, dated July 23, 2025. The addendum addresses clarifications regarding court programming expectations, service delivery models, and program scope. The City confirmed that courts need not be programmed daily but rather based on available facility time subject to City approval, and that flexible, as-needed contractor presence is acceptable provided it aligns with facility availability and programming windows. The solicitation is exclusively for tennis services, with no expansion to pickleball at this time, though the City remains open to additional program formats and offerings proposed by contractors. Current programming includes private and group lessons, structured classes, and seasonal camps, with group youth classes charged at $36 per month, older youth and adult classes at $56 per month, and private lessons at $55 per hour. The original proposal submission deadline remains July 31, 2025, at 11:00 a.m., with an initial one-year contract term and potential for four additional one-year renewals.

The City evaluates program success primarily based on revenue generation and contractor gross sales, with the City currently receiving 15 percent of gross revenue from tennis programs. The previous contractor generated approximately $35,000 in total revenue over the past 12 months, though specific average participation numbers are unavailable. The City identified the greatest opportunity for program improvement in increasing outreach and structured youth and family programming, as well as developing partnerships that support diverse recreational offerings and community-based events. All interested bidders and other interested parties must acknowledge receipt of this addendum in their submissions, with failure to do so potentially resulting in a non-responsive determination.

RFP-25-057-KY

Tennis Instruction Services for Recreation Programs

Addendum #1

DATE: July 23, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Krisha Yurkiewicz, Procurement Specialist

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

The Solicitation is hereby changed accordingly:

Q1: I noticed there is only one court at each park — are you expecting those courts to be programmed daily throughout the week?

A1: The City is not expecting the courts to be programmed daily throughout the week. Court use will be based on available facility time and subject to City approval.

Q2: Is there interest in also offering pickleball community programming and events?

A2: The City is requesting proposals exclusively for Tennis services under this solicitation.

Q3: Are you looking for someone to be on-site full-time, or would a flexible presence based on programming needs be acceptable?

A3: A flexible, as-needed presence is acceptable. However, it must align with our facility availability and is subject to the City’s approval. While we do not require a full-time presence, we expect the awarded Contractor to proactively coordinate their schedule around our programming windows. There is typically ample opportunity to run programs; it ultimately depends on the level of effort and initiative the awarded Contractor puts forth.

Q4: Could you share the average monthly participation numbers and gross revenue generated over the past 12 months?

A4: Over the past 12 months, the previous Contractor notes approximately $35,000 in total revenue. Regarding average participation numbers, this information is not available.

Q5: What percentage of gross revenue has historically been paid to the city from group classes and private lessons?

A5: The City has been receiving 15% of gross sales from the Tennis programs.

Q6: What types of programs, classes, and events are currently being offered under the existing contract?

A6: The current Contractor offers a variety of instructional and recreational services, including private and group lessons, as well as seasonal programming. This includes structured group classes, one-on-one private lessons tailored to individual skill levels, and summer camp programs.

Q7: What are the current rates being charged for private lessons, group classes, and other services?

A7: Rates for group youth classes are $36 per month. Older kids and adult group lessons are

$56 per month. Private individual lessons are $55 per hour.

Q8: How does the city evaluate the success of the tennis program (e.g., participation, revenue, satisfaction)?

A8: Since the tennis program is operated by a private service provider, the City primarily evaluates the success of the program based on revenue generation. We monitor the Contractor’s gross revenue as a key indicator of overall participation and program demand. Consistent or growing revenue suggests the vendor is offering programs that are well-attended and meeting community interest, which in turn supports the City’s goals.

Q9: Is there interest in expanding the program to include other formats, and where do you see the most room for improvement (e.g., pickleball, community events, youth tournaments)?

A9: The City is open to exploring additional program formats and offerings while welcoming other ideas Contractors may propose. The strength and suitability of each suggestion may determine what is selected. Through the bidding process, the City seeks to evaluate what offerings are available and identify the best fit for our community.

In regards to improvement, the greatest opportunity lies in increasing outreach and structured programming for youth and families, as well as building partnerships that support more diverse recreational offerings and community-based events.

Regarding pickleball, please see A2.
