About this file

This is an Award Recommendation Memorandum from the City of Altamonte Springs, Florida's Leisure Services Department dated October 13, 2025, regarding RFP-25-057-KY for Tennis Instruction Services for Recreation Programs. The City sought proposals from qualified firms or individuals to provide comprehensive tennis programming at two locations: Westmonte Recreation Center and Eastmonte Park. Services include youth and adult tennis instruction through private and group lessons, clinics, workshops, camps, and tournaments, with programming set to commence on September 2, 2025. The proposal submission deadline was July 31, 2025, at 11:00 a.m. The Evaluation Committee, composed of Leisure Services Department members, assessed proposals using established solicitation criteria on a 100-point scale with equal weighting across five categories: experience, compensation offer, proposed programs, additional program opportunities, and overall pricing structure. The recommended award recipient is Franco Gaitan LLC, dba Franco Racquet Sports, following the committee's evaluation of conformance with technical specifications.

The compensation structure operates on a revenue-sharing model wherein the contractor provides a percentage of gross revenues to the City at no initial cost to the municipality, making this a revenue-generating program. The contract term is one year with four optional one-year renewal periods available, creating a potential five-year total contract duration. The contractor assumes responsibility for program development, instruction, and management, while the City provides facilities and basic equipment. All contractor staff must undergo background checks, wear identifying uniforms, and meet specified safety and professional standards. Monthly reporting is required by the 15th of each month. The RFP does not specify set-aside designations or restrictions for disadvantaged enterprises. Proposers were required to demonstrate a minimum of five years of teaching experience, current tennis instruction certification, and comprehensive staff credentials.
