About this file

This is Addendum #2 to Request for Proposal 25-051-MC issued by Kissimmee Utility Authority (KUA) in Florida for Drone Inspection Services. The addendum, issued on July 16, 2025, provides clarifications and additional information to proposers regarding drone inspection services for utility poles across the KUA service area. The RFP seeks contractors to perform RGB and thermal UAV data collection and condition reporting on approximately 947 utility poles at 230 or 69 kV transmission circuits. The addendum addresses six key questions from proposers, including clarification that the "Experience, References & Certification" section on page 75 accepts both past and current clients, with ongoing work indicated as "Ongoing, Active, or Current." The addendum confirms that detailed latitude and longitude coordinates for each pole will be provided to the awarded contractor prior to work commencement, and that a sample contract agreement is provided as Attachment B for proposer review. Proposers are required to acknowledge receipt of this addendum by signing and returning it with their bid response. Questions were due by July 22, 2025, with proposals due by July 29, 2025, at 2:00 PM EST.

The addendum addresses compliance concerns, including questions regarding Florida regulations on DJI drones for utility work, directing proposers to the original solicitation document's Section 2.19 on Compliance with Laws and Regulations, which requires contractors to certify awareness of and compliance with all applicable federal, state, and local laws and regulations. Proposers are responsible for ensuring compliance and indemnifying KUA for any violations. The addendum clarifies that detailed pole location maps will not be provided during the public bidding phase but will be furnished to the selected vendor post-award. Proposers must submit Tab A through Tab G as part of their proposals, with Exhibit A Pricing being a required attachment. The contract term is one year with four potential one-year renewal options, and evaluation will be based on pricing (30 points), experience and qualifications (20 points), procedure evaluation (20 points), references (14 points), and technical and contractual exceptions (16 points). This is classified as a Service Tier A project with no bid or performance bonds required.

ADDENDUM #2

Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.

I. Question(s)

Q1. On page 75 of the bid under "Experience, References & Certification," the form requests a minimum of four (4) clients we are currently serving. However, each client entry includes a field labeled "Date Completed." Could you please clarify whether this section refers to past clients or those we are currently serving?

A1. This section refers to both past and current. If you have a client that you have been servicing for a minimum of a year, and you are still servicing them you would enter – Ongoing, Active, or Current (something to indicate that you have met the requirement, and you are currently working with this reference).

Q2. We understand that there are regulations in FL prohibiting the use of DJI drones for utility work. Is this applicable here or will an exception be granted for storm response? Thank you.

A2. Please refer to solicitation RFP 25-051-MC Drone Inspection Services.pdf document Section 2. 19. Compliance with Laws and Regulations

“By its signature on the Contract Agreement, Contractor hereby certifies that it is aware of any and all applicable federal, state and local laws, regulations, orders of courts and/or governmental agencies, ordinances and permitting requirements and further certifies that it has taken or will take all actions necessary to ensure full compliance with such requirements, including full compliance by any subcontractors and/or materialmen employed by Contractor to perform on this Contract Agreement.

Contractor agrees to indemnify and hold KUA harmless for any and all claims, losses, penalties, fines and expenses (including, without limitation, any and all reasonable attorney’s and expert’s fees) related to Contractor’s failure, and/or the failure of its subcontractors and materialmen, to abide by the terms of this Solicitation document.”

Q3. Do you have detailed location information I.E. Latitude and Longitude of each pole?

And/or will this be given to the awarded contractor?

A3. The Latitude and Longitude for each pole requested for inspection will be provided to the awarded contractor prior to start of work

Q4. Hi, We have downloaded the bid documents, but it has a watermark saying draft under Sample Agreement. Are we expected to review the Sample Agreement? We only have the Exhibit A Pricing attachment, but the main RFP document talks about Tab A to Tab G.

Please guide us on where we can find the rest of the Tab information.

A4. See Attachment B for sample draft of Contract Agreement. Yes, you are expected to review the Sample Agreement.Tab A to Tab G will be provided by the proposer.

Q5. Could you please share an editable word version of the Sample Agreement?

A5. See Attachment B for sample draft of Contract Agreement.

Q6. Can you please provide a map with the locations of the poles to be serviced via drone?

While your service area map is helpful to get an idea of the area, more detailed information like where the poles are will allow us to be more competitive from a pricing perspective.

A6. KUA will not provide this data in public bid. It will be provided to the selected vendor(s).
