About this file
This document is a Notice of Intent to Negotiate issued by the Kissimmee Utility Authority (KUA) for RFP 25-051-RM Drone Inspection Services. The notice indicates that KUA intends to negotiate with two firms: Osmose Utilities Services, Inc. and PLP Services, Inc./Electric Sales Associates, Inc. The document specifies that this notice is subject to final approval by the KUA Board of Directors and does not constitute a formal contract. The successful bidder will not acquire legal or equitable rights until a contract with acceptable terms is approved and executed by KUA.
The notice reserves KUA's right to revoke the award, proceed to the next lowest responsive and responsible bidder, reject all bids, cancel the solicitation, or re-solicit at a later time. If the apparent successful bidder fails to accept, negotiate, or execute a contract, KUA may take alternative actions. The document also includes a provision for protest, stating that any party adversely affected by the award decision must file a written notice of protest to the Vice President of Finance and Administration within 72 hours (excluding weekends and legal holidays) after the posting of KUA's decision.
