SECTION 4 – PROJECT OVERVIEW & SCOPE OF WORK/SPECIFICATIONS
1) INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Proposals for the On Call Parking Decks, Parking Lots and Associated Facilities Maintenance Project.
Maintenance services will address all aspects of the McNamara and Big Blue Deck parking decks and DTW’s Parking Lots and Associated Facilities to keep them operational and safe for all patrons.
Potential repairs may consist of: horizontal and vertical structural concrete repairs, concrete and asphalt on grade pavement repairs, waterproofing systems, drainage system, painting, pavement markings, drainage system inspection, drainage system cleaning and repairs, fire protection systems, functional/graphics systems, etc. Maintenance services will consist of both scheduled and unscheduled repairs and general preventative maintenance to the above mentioned systems or any other component at the McNamara and Big Blue Parking Decks, parking lots and associated facilities at the Detroit Metropolitan Wayne County Airport (DTW). The Airport Authority anticipates that there may be multiple contracts awarded from this RFP.
2) SCOPE: The RFP includes both emergency repairs and scheduled maintenance/repair work throughout both the Big Blue Deck (BBD) and McNamara Parking Deck.
Contractors will provide labor rates to be used for emergency repairs and these will be handled on a
T&M basis. The hourly rates provided will include all contractor markup and be valid for the work to be performed at any day or time and not subject to overtime. Material will be billed for at cost, with the appropriate backup plus the contractor’s markup as set within the price form. Emergency repairs will be asked to be completed by the contractor most readily available to complete the work in a timely manner.
Scheduled Maintenance/Repairs: WCAA’s designer will perform periodic assessments and issue summary reports identifying items requiring repair or maintenance. Based on these findings, a bulletin will be released outlining the scope of work, repair details, and technical specifications. Contractor’s will then be asked to provide either lump sum or unit pricing and a schedule to complete the scope within the bulletin. Once the submitted pricing is accepted, an authorization for the work will be issued by WCAA to complete the repair work. Each bulletin will be required to have a punchlist walk, substantial completion, final completion, and as-built records. If a bulletin is broken up into multiple phases and/or locations, the same closeout requirements will apply before moving on to the next phase or location within the bulletin. Any changes to bulletin work after authorization will follow the change order process as outlined within the CSA & General Terms & Conditions.
Work may occur inside as well as outside the deck’s perimeter walls at any given level of either deck.
The work limits of the contract also include any asphalt or concrete parking lots and facilities surrounding the decks including but not limited to roads, bridges, ramps or entrances to the decks and both ground transportation centers that operate inside or adjacent to the parking decks.
Work includes ongoing repair and maintenance of the two parking decks and their surrounding facilities, parking lots and DTW facilities as previously described. The following list provides examples of the work that may be required, but not limited to:
