About this file
This Addendum No. 2 to RFP 25-0012 issued by Beaverton School District 48J in Oregon clarifies and modifies the original Request for Proposals for USDA Commodity Processing Beef. The solicitation seeks qualified processors to convert USDA Foods commodities into four finished beef product types: sliced beef, beef patties, beef taco filling, and beef teriyaki bites. All products must be frozen, fully cooked, and meet USDA Child Nutrition Meal Pattern requirements with a 2.00 ounce meat equivalent per serving. The non-mandatory pre-proposal conference was held on December 2, 2025, at 3:30 PM PST via Microsoft Teams, with proposals due January 29, 2026, at 3:00 PM PST. Anticipated annual volumes include approximately 13,920 CN servings of sliced beef, 196,000 CN servings of beef patties, 177,000 CN servings of beef taco filling, and 157,300 CN servings of beef teriyaki bites. The contract will be a Master Price Agreement effective upon execution through June 30, 2027, with options to extend for four additional one-year terms.
Addendum No. 2 clarifies four key points: e-signatures are acceptable, Exhibit S (the sample submission deadline of December 18, 2025) is no longer applicable to final submissions, Exhibit G has been replaced by Exhibit G1 and bidders must not hide rows on the price sheet, and providers may only bid one product per singular line item. Proposals will be evaluated on a 145-point scale with 50 points allocated to price, using a fee-for-service value pass-through method with annual price increases limited to the Western Region's Consumer Price Index percentage. Proposers must maintain National Processing Agreements with USDA and State Processing Agreements with Oregon Department of Education Child Nutrition Programs throughout the contract term. Delivery will be made to the district's designated distributor (currently Sysco Portland) with order minimums not exceeding 2,500 pounds for products with 120-day or shorter shelf lives and 5,000 pounds for longer shelf-life products, with late delivery penalties of $100 per day per product. Proposers must acknowledge receipt of this addendum on the Proposer Certification form or risk proposal rejection.
