About this file

This document is a Request for Proposal (RFP) issued by the City Schools of Decatur (CSD) for Copiers and Managed Print Services. CSD is searching the market for copiers and a managed print solution specifically designed for use in a school system, with the goal of fully implementing the accepted solution by July 19, 2024. The RFP outlines two potential contract options: a flat-rate lease with a set number of copies per device per month, or a lease with a per-copy charge. Proposals are due by 12:00 PM on April 18, 2024, and CSD reserves the right to award the contract to the most responsive and responsible respondent whose proposal meets the requirements and is within the budget parameters. The initial contract term is from July 1, 2024 to June 30, 2025, with the option for four additional one-year renewals.

The RFP includes detailed specifications for the copiers and managed print services, including technical requirements, maintenance and service level agreements, consumables management, and training. Respondents are asked to propose pricing based on the current copier locations and volumes, but CSD may choose to adjust the configuration. The RFP also outlines stringent student data privacy requirements that the successful respondent must comply with, including restrictions on the use and storage of personally identifiable information.

XIV. EXHIBITS

EXHIBIT A: SPECIFIC REQUIREMENTS

City Schools of Decatur has ten schools and five administration buildings. To help maximize student success, all of our schools require the latest technologies for student achievement and school operation. At present, CSD has 48 copy machines in its ten schools and at three administration sites (the other two admin sites are out of scope). Usage at the schools and central office for the prior fiscal year was 7,033,536 copies. Of the 48 copiers, forty two copier’s leases will end on August 11, 2024. Six of the copiers will need a buyout due to their lease not being renewed until March of 2026. CSD does not necessarily seek a 1:1 replacement for 48 devices; rather, CSD seeks a right-fit transition that reflects our actual needs, including to reduce copier and consumable expenses. In addition to the hardware, CSD seeks a managed-print service for users to print from their device and release the print job at any copier in the district. (End-user desktop printers are not in scope.) CSD users use a combination of macOS, ChromeOS and Windows devices. Staff overwhelmingly use macOS laptops; any managed print software that runs on a local device must be an established, reliable macOS client.

SPECIFICATIONS

(1.) GENERAL

The chosen Respondent will provide all equipment, labor, key operator training and materials (except paper) necessary for copier capability for CSD. This section identifies the minimum requirements of the solicitation.

Respondents are encouraged to exceed these requirements in their proposal for incorporation in the contract awarded.

Respondents should be prepared to offer three separate options in their proposal:

● Lease Contract (Flat Rate): Monthly lease payment would be based on the equipment lease cost, supply costs, maintenance/service costs, and a set number of copies per device per month.

● Lease Contract (Per Click Charge): Monthly lease payment would be based on the equipment lease cost, supply costs, and maintenance/service costs. Charges for each copy generated would be billed separately at a set rate per copy.

(2.) EQUIPMENT AND SERVICE REQUIREMENTS

A. Each model of copier offered under this contract shall comply with all the general requirements stated herein.

B. The description of each machine offered shall include both a capability for a minimum number of copies per minute (normal straight running speed) and a capability for a monthly volume production capability.

There is no direct relationship, either stated or implied, between these two requirements. The Respondent's required certification of monthly volume capability is to be based solely upon the Respondents' engineering knowledge of and in-service experience with the copier model being provided.

Respondents are cautioned that compliance with the words "capable of reliably producing" a stated monthly volume defines a machine that will regularly produce, as a minimum, the stated number of copies without excessive malfunctions, breakdowns, or service calls. A high incidence of such problems with any copier model supplied may indicate probable noncompliance with the monthly volume capability offered and may result in (i) requests for replacement of all units of this model with other models that can produce the offered volume of copies in a more reliable manner at no additional cost to CSD, or (ii) termination for default.

C. Any offered copier models that meet a demonstrable copy quality standard acceptable to the CSD shall be acceptable.

D. Respondents propose to furnish copiers that operate on 120 volts, on a 20 amp circuit.

E. Any non-standard plug shall so be indicated as part of their proposal.

F. Copiers shall be equipped with a lighten/darken contrast control.

I. Copiers shall be capable of producing copies on transparencies and gummed labels.

P. Respondents shall specifically identify the presence of the following materials: beryllium or beryllium compounds and lithium or lithium compounds. Example: If lithium is used in batteries, the Respondent shall state that lithium is so used, and the numbers and locations of such batteries.

Q. Copiers shall feature a definite indicator that the copier is energized. This may be either a special "power on" light or an appropriate indicator on the control panel. The Respondent shall specifically identify the nature and location of this indicator.

R. The Respondent shall furnish an operator's manual with each copier supplied. An electronic guidance display located on the copier is an acceptable substitute.

S. If the copier is of tabletop design, it shall be furnished with the Respondent's standard commercial cabinet base included.

T. All copiers shall have a minimum of two (2) reduction and enlargement modes. Zoom type continuous reduction and enlargement is acceptable if there are specific settings for two modes.

U. All copiers shall have either stapler sorters or sorters, recirculating document feeders and/or automatic document feeders, paper supply systems, and platens appropriate for the volume extended.
