About this file
This is Amendment No. 2 to RFP No. 24-00006 issued by the Washington Department of Fish and Wildlife (WDFW) on December 20, 2024, regarding an Electronic Licensing System. The amendment specifically addresses concerns raised about the scoring methodology used in the Fit Gap Analysis component of the RFP evaluation process. The amendment provides detailed responses to three main concerns: potential bias toward legacy systems, disincentivization of modern flexible solutions, and consideration of modernization goals.
The amendment clarifies that the fit gap analysis is designed to identify solutions that best align with WDFW's business requirements while balancing immediate functional fit with long-term scalability. WDFW emphasizes that the scoring system does not inherently favor legacy systems or penalize modern SaaS solutions, but rather evaluates all solutions based on their ability to meet Washington State's requirements efficiently through configuration rather than extensive development. The methodology includes evaluation criteria for modern, scalable technologies and considers potential process improvements and innovations to ensure modernization goals are integral to the selection process.

WASHINGTON DEPARTMENT OF FISH AND WILDLIFE
REQUEST FOR PROPOSALS AMENDMENT
RFP No.: 24-00006 Date Issued: December 20, 2024
Title: Electronic Licensing System Amendment No.: 2
Amendment Date: December 20, 2024
Purpose: Response to complaint regarding scoring methodology for Attachment J Fit Gap Analysis
WDFW Response: The following outlines WDFW’s response to the raised concerns about the scoring methodology used in the Fit Gap Analysis.
1. Inherent Bias toward Legacy Systems The fit gap analysis is designed to provide information to inform a cost benefit analysis that will result in the best long-term solution for the State of Washington. The use of this methodology during the previous RFP demonstrated its effectiveness in identifying solutions that align closely with our business requirements. The perceived advantage is not for legacy systems alone, but for solutions that can best meet our established needs efficiently. Moreover, the current RFP process includes evaluation criteria that consider modern, scalable technologies to ensure the adoption of innovative and future-proof solutions.
2. Disincentivizing Modern, Flexible Solutions The scoring system does not inherently penalize flexible solutions; rather, it distinguishes between solutions based on their ability to meet Washington State requirements. Modern SaaS solutions that offer robust configurability can still score highly if they demonstrate an ability to meet requirements through configuration rather than extensive development. The methodology ensures a balance between immediate functional fit and long-term scalability, encouraging vendors to propose innovative solutions that are both adaptable and capable of meeting our current needs.
3. Failure to Consider Modernization Goals The fit gap analysis supports our modernization objectives by identifying solutions that align closely with our current requirements while offering pathways for future enhancements. By evaluating solutions based on their ability to meet existing needs efficiently, we ensure a foundation that can be built upon. The emphasis on minimal customization fosters a streamlined, less complex system that is easier to maintain and scale. Additionally, the scoring methodology has been supplemented with criteria that evaluate the potential for process improvements and innovations, ensuring that modernization goals are integral to the selection process.
In conclusion, the decision to use the fit gap analysis as part of the RFP scoring process was made to ensure a comprehensive evaluation of all proposed solutions. This methodology has been proven effective in previous RFPs and allows WDFW to identify solutions that align closely with our current operational needs while also providing pathways for future enhancements. By balancing immediate functional fit with long-term scalability, the fit-gap analysis supports our modernization objectives and ensures that we select the most capable and innovative solutions for our agency's needs.
