This is Addendum #2 to Request for Proposals RFP-2027-DPH-09-OCHSE issued by the New Hampshire Department of Health and Human Services, Division of Public Health. The RFP solicits qualified vendors to design and deliver evidence-based education, training, and programmatic support to healthcare organizations across New Hampshire aimed at reducing prescription drug-related harms. Vendor questions were due July 14, 2026, with proposals due July 28, 2026 at 12:00 p.m. EST. The Department anticipates awarding one contract with a performance period from September 2026 through August 31, 2028, with renewal options for up to two additional years. By State Fiscal Year 2028, the contractor must engage a minimum of 300 providers across at least 100 practice settings including community health centers, recovery community organizations, and emergency departments. Required deliverables include conducting at least twenty CEU-approved training sessions within one year, maintaining three academic detailers, and facilitating monthly meetings with the Department, biweekly case conferences, and biweekly internal team meetings. Performance metrics include 80 percent of academic detailing sessions resulting in follow-up operational support, 80 percent of operational support sessions resulting in documented practice changes, 70 percent of providers demonstrating measurable implementation of evidence-based practices within 90 days, and 60 percent of practices showing measurable improvement in prescribing or referral metrics within six months.

The contractor must include a Project Director, Project Coordinator and Evaluator, Institute of Health Policy & Practice Evaluation Expert, Project Support Expert, and Provider Engagement Expert. Technical responses are scored on 700 points across four mandatory questions evaluating experience (150 points), approach (200 points), ability (200 points), and capacity (150 points), with cost proposals scored on 300 points using a lowest-cost formula. Vendors must achieve a minimum of 400 points during preliminary technical scoring to have cost proposals opened. Payment will be made monthly based on an approved Deliverables Rate Sheet. Funding is contingent upon availability and Governor and Executive Council approval, sourced from federal Assistance Listing Number 93.136 (NH Implementation of the Overdose Data to Action in States). Contractors must maintain minimum commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate and comply with federal civil rights laws and HIPAA Business Associate Agreement requirements. Addendum #2 modifies Appendix F - Deliverable and Cost Sheet in its entirety, removing unintended password protection and highlighting additional changes within the document.
