About this file
Summary: Addendum #1 to RFP-2027-DPH-09-OCHSE
This addendum modifies the Request for Proposals issued by the New Hampshire Department of Health and Human Services, Division of Public Health for the Overdose to Action (OD2A) Clinician and Health System Engagement program. The addendum clarifies key contract requirements and performance metrics for vendors seeking to design and deliver evidence-based education, training, and programmatic support to healthcare organizations statewide aimed at reducing prescription drug-related harms. Specifically, the addendum increases the minimum provider engagement requirement to at least 300 providers across a minimum of 100 practice settings that serve individuals at risk for substance use disorder or prescription-drug-related harms. Additionally, the addendum specifies that contractors must offer a minimum of twenty one-hour Continuing Education Unit (CEU)-approved academic detailing training sessions annually at community and healthcare agencies, with CEU approvals covering multiple professions including medicine, nursing, pharmacy, psychology, mental health professionals, and alcohol counseling as defined by applicable New Hampshire licensing board rules. The staffing requirements have been clarified to require contractors to hire, train, and supervise five specific roles: a Project Director, Project Coordinator and Evaluator, Evaluation Expert, Project Support Expert, and Provider Engagement Expert.
The addendum also reflects modifications to Section 5.2 of the Additional Terms, which is now designated as reserved, and indicates that Appendix D regarding Technical Responses to Mandatory Questions has been revised in its entirety as part of this addendum. These modifications were published to provide vendors with clear guidance regarding contract performance expectations and evaluation criteria prior to the proposal submission deadline.
