About this file

The document is a Questions and Answers (Q&A) spreadsheet for Invitation to Bid (ITB) 2025-1600-0292, issued by the State of Alaska's Department of Health, Division of Public Assistance (DPA). The ITB seeks a comprehensive printing and mailing services contractor to process, print, fold, insert, and manage postage for client communications, including daily notices, warrants, EBT cards, Medicaid cards, and special mailings. The anticipated monthly volume ranges from 100,000-120,000 notices, with an annual expectation of approximately 1,040,000 eligibility and information system (EIS) notices. Proposals are due by April 14, 2025, at 2:00 PM Alaska Time, with a contract term of one year starting around May 1, 2025, and options to renew for seven additional one-year periods.

The estimated annual budget ranges from $1,700,000 to $2,250,000, with bids exceeding $2,250,000 annually considered non-responsive. The state will apply several bidder preferences, including a 5% Alaska Bidder Preference, a 5% Alaska Veteran Preference, and a 2% Alaska Military Skills Program Preference. Previous contractors include Wright Business Graphic, LLC, Assets Inc., Proforma Spectrum Graphics, A.T. Publishing and Printing, Inc., and Alaska Laser Printing and Mailing Services. The contract requires HIPAA compliance, with vendors demonstrating at least three years of compliance experience within the past five years. Funding is contingent on legislative appropriation or federal funding, and the state reserves the right to adjust contract quantities and scope. Future amendments may include adding warrant printing services and potential transitions to electronic communications.
