About this file

This document is a pre-bid presentation for the Washington Electric Bicycle Rebate Program "WE-Bike" RFP 2024-0822 issued by the Washington State Department of Transportation (WSDOT). The contract opportunity solicits a consultant to implement and administer the WE-Bike program as per a proviso in the 2023-2025 Biennial Transportation Budget. The contract will be awarded to the highest scoring bidder for an initial term through June 30, 2025, with options to renew for up to two additional two-year terms. Bids are due by October 7, 2024, and the apparent successful bidder will be announced no sooner than October 31, 2024.

The contract award structure is a single award. The bid evaluation will consider factors such as the bidder not requiring mandatory individual arbitration clauses, being a certified Washington small business, and being a certified veteran-owned business. The pricing for the contract will be based on the submitted bid price for administrative costs. Standard insurance requirements include $1 million in commercial general liability, workers' compensation, and commercial auto coverage.
