SECTION 2: SCOPE OF WORK AND TECHNICAL SPECIFICATIONS
ALL WORK MUST BE PERFORMED IN ACCORDANCE WITH THE ATTACHED TECHNICAL
SPECIFICATIONS, THE BUNKER RENOVATION PLAN DATED FEBRUARY 5, 2026, AND THE
MODIFIED BUNKER LINER DETAIL. THE TOWN OF BLOOMFIELD RESERVES THE SOLE
RIGHT TO DETERMINE IF THE BID SPECIFICATIONS HAVE BEEN MET.
Summary of Quantities (from Bunker Renovation Plan)
Description Quantity Unit
Existing Bunkers 20,445 SF
Re-shape Bunkers 4,200 SF
New Bunker Area 4,265 SF
Bunker Area to Line & Install Sand (primary pay quantity) 19,940 SF
Note: Measurements of bunker areas for billing purposes shall be based on the as-built two-dimensional measurements of the outside edges of the bunker and the edge of the Capillary Concrete liner within the bunker.
A. Survey and Staking
The Contractor is responsible for all survey and staking for the project. The Contractor shall provide 1” = 20’ GPS as-built drawings (hard copies and AutoCAD files) of all tee expansions, bunkers, and drainage infrastructure installed or modified in this project. As-builts must be submitted to the Town prior to release of final payment.
Prior to beginning work on any hole, the Contractor and the Town shall determine the routes for access to each area of work, and the Contractor shall install stakes with yellow nylon rope or other approved method to outline the limits of access. Any rutting, turf or other damage caused by the Contractor’s activities shall be repaired to the satisfaction of the Town. Payment for turf repair shall be covered under the allowance included in the bid proposal. There will be no separate payment, nor additional funds, for repair of rutting in non-turf areas. The Town will minimize irrigation in the area of the access routes to help minimize possibility of rutting. The contractor shall also place a minimum layer of 6 inches of sand or native soil on top of any cart path areas that are included in the haul roads.
B. Clearing, Grading, and Removals
Bunkers – The Contractor shall be responsible for removing bunker sand from each bunker and stockpiling the sand from each hole in a single location on each hole as designated by the Town. The only exceptions may be on par 3 holes where the Town may direct the Contractor to stockpile a portion of the sand from that hole on an adjacent par 4 or par 5 hole. The stockpile area will typically be in an area of the rough between the landing area and the green. Contractor will be responsible for disposing all damaged drainage pipe off-site. Gravel shall be disposed of on-site at a location designated by Town.
The Contractor shall perform the sand removal operation so that no native soil, rock, or other material is removed from the bunker and placed in the sand stockpiles. The Town will be using the stockpiled bunker sand for topdressing material on the adjacent fairways, and native soil or rock may damage the topdressing equipment. The Contractor will be required to remove any deleterious material placed in the stockpiles as directed by the Town.
After removal of the bunker sand, the Contractor and the Town shall inspect all bunker discharges to determine whether the drainage has been damaged and must be replaced.
Allowances are included in the bid proposal for bunker drainage removal and discharge replacement performed by the Contractor. All new perforated pipe and gravel required to drain the bunker shall be included in the unit price for Bunker Reconstruction.
Any damages to the existing irrigation system caused by the Contractor shall immediately be repaired by the Contractor to the satisfaction of the Town and at no cost to the Town. If the Contractor does not immediately make such repairs, the Town reserves the right to make the repairs and deduct the cost of the repairs from any money due to the Contractor.
The Contractor is responsible for making any elevation adjustments to the irrigation heads due to the proposed construction.
Tees – The Contractor is responsible for the removal of trees for the installation of a new tee on hole #15 and for the removal of trees and taller brush that impedes the view to the sight line of the fairway from the new tee to the 15th fairway. Tree stumps around the tee box location are to be removed and buried in on-site bury pits. Grind tree stumps in the sight line area to 4” above existing grade. The exact limits of clearing will be field determined by the Town. Trees and larger brush are to be chipped prior to burial, and all vegetation is to be placed in on-site bury pits. All vegetation shall be covered with a minimum of two feet of clean fill.
C. Bunker Construction
For all existing bunkers, the Contractor is responsible for re-establishing the edges and re-contouring the floor of the bunkers as necessary to ensure proper drainage and to recapture the original bunker shapes with modifications as directed by the Town. Sand bunker edges will be marked for trimming by the Town and a strip of sod per the bunker detail is to be removed from the perimeter of the bunker by the Contractor. The edges shall be excavated vertically. The Town shall determine in conjunction with the Contractor the extent of the re-contouring/re-shaping of the bunkers and their floors. Any re-contoured area shall be water settled and mechanically compacted with a hand-operated compacting machine to ninety-five (95) percent of maximum dry density as determined by ASTM D698 (Standard Proctor). Absolutely no loose soil shall remain in the bunker cavity prior to bunker liner and sand being placed.
All existing drain lines shall be inspected by the Town and Contractor and any lines deemed to be damaged and unusable will be removed by the Contractor per the allowances in the Bid Proposal. All drain lines added to or replaced within sand bunkers shall be constructed with a drainage trench (minimum 9” x 9”). Each trench shall be backfilled with washed gravel of approved quality and consistency. The trench shall also contain a four (4) inch diameter perforated drain pipe (ADS N-12 Dual Wall or approved equal) bedded with a minimum of two (2) inches of gravel below the pipe and completely around and over the pipe within the trench per the project detail. Each drainage trench shall slope a minimum of one (1) percent, and the perforated portion of the drainpipe shall terminate at the low point of the sand bunker at a connection to a four (4) inch solid drainage discharge pipe (ADS N-12 Dual Wall or approved equal).
All drainage pipes shall be buried with an acceptable fourteen (14)-gauge direct burial tracer wire directly on top of the perforated pipe within the trench. The Contractor shall submit the tracer wire to be used for approval by the Town prior to installation.
No water will be permitted to stand in any portion of any bunker, which is to be accomplished by ensuring that bunker sub-grades drain to a low point. The low point of each sand bunker shall be connected to a four (4) inch diameter solid drainage pipe (ADS N-12 Dual Wall or equal) that shall extend to connect to the master drainage system or nearest outfall, unless otherwise indicated. Any low areas in the Capillary Flow footer trench shall be drained by either the installation of a 4” perforated pipe in gravel or a 2” deep by 9” wide gravel trench dug from any low area in the footer trench to connect to a drainage trench in the bunker floor at the Town’s discretion.
No liner or sand shall be placed in any bunker until the Town has approved the bunker drainage, shape, depth, and compaction. Bunker liner shall be a combination of JM Evalith 013/140 in the bottoms of the bunkers and Capillary Flow on the slopes per the detail provided and manufacturer’s instructions. Hardware for anchoring Evalith shall be 60d 6” galvanized common nails with 5/16” x 1-1/2” galvanized fender washers. Nails and washers shall be installed at 18” on center. If sub-grade conditions permit, 6” x 1” x 6” square head, chisel point, 8-gauge, galvanized staples may be substituted for nails/washers on the bunker floor at the Town’s sole discretion. After the nails or washers have been installed, Liquid Nail shall be placed over the top of each fastener to adhere the fabric liner to the fastener. All Capillary Flow bunker liners shall be water tested with a high-pressure water hose in the presence of the Golf Course Superintendent prior to the installation of any bunker sand. Any Capillary Flow that is not freely draining so that no water runs off of the surface during the water test shall be removed and replaced at the Contractor’s expense.
After the installation of the Capillary Flow, the Contractor shall install one strip of sod along the edge of the bunker with a minimum of 4” of the sod placed and pinned on the vertical face above the top of the Capillary Flow with the remainder of the sod rolled over the bunker edge and pinned around the edge of the bunker.
After final approval of all drainage and lining, the sand shall be spread evenly throughout the bunker at a minimum depth of four (4) inches over the Capillary Flow and a minimum of six (6) inches over the fabric liner after compaction. Spreading of sand shall not be done until any surrounding area that has been disturbed has been re-sodded to prevent sediment contamination of the sand. If sediment contamination occurs, the Contractor will be required to remove all contaminated sand and replace with approved clean sand at Contractor’s expense. If any sand bunker has more than the required depth of sand, the Contractor shall be responsible for removing the excess sand at no cost to the Town. If the sand depth is less than the specified depth, the Contractor must add more sand to ensure compliance to the specification, at no additional cost to the Town.
The Contractor shall clean out each bunker prior to sand installation. This cleaning out work shall include removal of any leaves, organic matter or debris, gravel, or foreign objects that might be found in a given bunker. Should a delay occur which allows erosion of slopes and banks, silt-in of pipes, weed growth, or any other damage or contamination of the bunker between approval by the Town of the bunker clean-up and edging and the installation of the liner and sand, it is the Contractor’s responsibility to restore the bunker to the previously approved condition before the liner and sand are installed. The Contractor is responsible for controlling and removing any vegetative growth within sand bunkers during construction. This is to be done on a weekly basis.
Read Custom Soils shall supply bunker sand. Bunker sand shall be purchased and installed by the Contractor. The Contractor shall supply to the Town an initial bunker sand gradation analysis using a USGA-authorized lab approved by the Town in advance for use as a baseline prior to any sand being delivered to the site and then obtain and provide the Town with a gradation analysis for every 500 tons of bunker sand delivered. The Town retains the right to reject any bunker sand that differs significantly in composition or gradation from the original baseline test results.
Sand shall be placed in the bunker and compacted, using a hand-operated vibratory compaction machine, to a very firm, packed condition. Sand shall be installed at the following compacted depths:
Area Min. Depth Max. Depth
Center Portion of a Bunker 6" 6"
Back Lip of Bunker – Tee Side 4" 6"
Forward Lip – Flat Bunker 4" 6"
Forward Lip – Steep Slope Face 4" 6"
D. Tee Construction
The Contractor shall utilize fill material generated by the bunker renovation and installation of bury pits to construct tees an average of one foot above existing grade, compacting the fill to a density of 95% of Standard Proctor at +/-2% of Optimum Moisture.
The tee surface shall be graded to surface drain at 1%, and the Contractor shall install 4” of approved 80:20 sand: peat mix on the tee surface. All tee surfaces are to be laser leveled prior to installation of tee sod.
The Contractor shall purchase all irrigation materials and shall install irrigation for each new tee including a 2” electric control valve tapping into the adjacent irrigation mainline, 2” of schedule 40 PVC piping from the valve to the irrigation heads, three each Toro Infinity full-circle heads, irrigation control wiring to the valve and irrigation heads for each new tee.
The Owner shall determine the locations of all new irrigation heads.
New / expanded tees include (as shown on the Plan): new back tee on Hole #15 (+40 yards), new back tee on Hole #18 (+25 yards), and other tee adjustments as directed.
E. Green Construction (Hole #16)
Prior to the start of the renovation of the green on hole #16, the Town will mark the edge of the green perimeter. The contractor shall survey the entire green area plus 20 feet outside of the green perimeter on a 10-foot grid at elevations to a tenth of a foot and provide to the Town a drawing of each grid locations and elevation at a scale of 1” = 20’. The Contractor is to provide sufficient elevation benchmarks and horizontal control so that the Contractor can re-establish the precise grid locations for the modified subgrade and finished grade elevations. The Town shall provide the Contractor with a mark-up of the drawing with the proposed area of disturbance and the adjustments to the elevations of each grid point within the disturbance area.
The Contractor shall install fill generated from the site construction to raise the green per revised elevations provided by the Town (which will be 6” below the final green elevations), compacting the fill to a density of 95% of Standard Proctor at +/-2% of Optimum Moisture.
Assume an average fill of 4” across the green removal area (8” on the green edge and collar, 0” at the tie-in to the remaining green area, and sufficient fill in the green surround to tie into existing grade at the edge of the limits of disturbance.
Greensmix Placement, Smoothing, and Firming – Excavated greensmix material shall be transported to the green site and dumped within the green core at various points around the perimeter. The greensmix can then be moved more easily from the edges to the center.
Techniques acceptable for spreading the sand include shovels, boards, and small equipment. A small crawler-type tractor suitably equipped with a blade and operated with its weight on the sand may be used for pushing the greensmix out onto the green subgrade.
Machines must be free of mud, cakes of dry soil, and other debris which could fall off and contaminate the greens mixture. Under no circumstances will rubber-tired trucks be allowed to operate on the greensmix while installing the greenmix. Grade stakes shall be placed on the same grid as the survey of the green core to indicate the finished elevation of the greens sand at six inches above the green core. Finishing the grade will require the use of a level or transit. When the greensmix has been spread uniformly over the surface of the putting green, the Contractor will apply all soil amendments and fertilizers provided by the Town and shall incorporate them uniformly into the top 2” to 4” of the greensmix.
Upon completion of the addition of the amendments, the greensmix should be compacted or firmed uniformly. Use of a roller for compaction is not acceptable. “Footing” or tracking the entire surface after thoroughly moistening the greensmix will best eliminate any soft spots in the green. Repeated wetting and raking the surface, followed by the footing operation, will result in having the seedbed uniformly firm.
Fine Grading – The entire green area shall be fine graded and floated out. This process shall be done working from inside the core to outside, so as not to drag contaminated soil onto the greens. Finished grades shall be painted on a 10-foot grid on the surface of the green in the same locations as were surveyed for review and modification by the Town. Any additional locations where additional survey shots were taken to identify significant grade breaks within the 10-foot grid shall also be painted on the green surface. All contours shall blend into area surrounding the green core. No water-holding pockets shall remain. The green collars shall be fine graded prior to placement of the collar sod to ensure a smooth transition from the finish sodded green surface to the collar and from the collar to the limits of disturbance on the green surround.
F. Seedbed / Grassing Preparation
All rocks, stones, sticks, brush, roots, and other objectionable materials that might reasonably interfere with the formation of a finely pulverized seedbed, impair planting, or create future problems of maintenance shall be removed from the soil. All stones down to (1”) diameter in size shall be removed from the top (4”) of seedbed. All such material shall be disposed of in the bury pits. These areas shall be machine or hand-worked to eliminate objectionable lumps and soil clods, as deemed necessary by the Town. Tillage shall include the removal of all equipment ruts and tracks, areas of compaction or erosion, and any other undesirable soil conditions which would prevent proper formation of a finely pulverized seedbed.
All areas planted shall be graded and floated to eliminate water-holding depressions and pockets. Undulations and unsightly variations in grade that will not permit the use of normal mowing equipment without scalping or missing shall be eliminated. Care should be taken to protect all established contours. The Town reserves the right to make minor design adjustments to the final surface contours to improve surface drainage and/or to adjust fairway and rough shapes.
All soil amendments and fertilizers will be supplied and spread by the Town and uniformly incorporated into the top 4” of the seedbed by the Contractor prior to the final float of areas to be grassed.
G. Grassing
Grass – The source of all grass proposed for use by the Contractor must be approved in advance by the Town. Contractor shall submit the names of intended nurseries with the bid proposal.
Sod (Bluegrass/fescue blend for rough areas and tee slopes, fairway height bentgrass for all fairway areas, and tee height bentgrass for all tee surfaces) – All sod to be supplied by the Contractor will be certified free of weeds, pests, and as to the purity of the stated varieties. At the discretion of the Town, the sod will be inspected prior to harvesting and installation of any sod.
All sod shall be installed to provide a smooth transition from the surrounding turf or soil to the sod and from the sod. The Contractor shall provide and plant the sod by delivering it to the site, and having it planted on the ground within (48) forty-eight hours after it has been harvested. Sod for the green and green surround on hole #16 that has been sodcut by the Contractor and maintained by the Town shall be replaced on the green within the green perimeter or on the green surround as appropriate. No gaps shall exist between sod squares. The Town shall be final judge as to the condition of all planted areas after sodding, and all areas must meet the Town’s approval. All sodded areas will be rolled by the Contractor with a smooth type roller after planting.
H. Warranty / Guarantee
The Contractor shall guarantee all workmanship and materials for a period of one (1) year from the date of final acceptance. Any defects in materials or workmanship appearing within the guarantee period shall be corrected by the Contractor at no additional cost to the Owner.
I. Permitting
All work to be performed in compliance with all town ordinances, regulations, and regulatory boundaries. All permitting, if required, will be handled by the contractor in conjunction with the Town.
