About this file

This is a price sheet for RFP 1100 LLM3008, an overhead transmission electrical services solicitation issued by the City of Austin, Texas, for Austin Energy. The contract encompasses labor and equipment services to support electric transmission infrastructure, with proposals due August 4, 2026. The scope includes nine labor classifications ranging from Apprentice I/Distribution Electrician I through Distribution Electrician Supervisor/General Foreman, with corresponding overtime rates calculated at 1.5 times the base wage. The contract also covers 35 equipment categories billed on hourly, daily, or weekly bases, including bucket trucks, cranes, drilling machines, trailers, and specialized electrical equipment. The initial contract term is 24 months with three optional 12-month renewal periods exercisable at the City's sole discretion. Minimum crew requirements include one daily crew lead/supervisor, one qualified operator, two Distribution Electrician III journeymen linemen, and two Distribution Electrician I grounds hands, with response time obligations of 90 minutes for emergency calls and standard business hours (7:00 AM to 7:00 PM, Monday through Friday) for non-emergency work.

All labor rates are fully inclusive of overhead, indirect expenses, and associated costs, with no additional charges permitted. Equipment rates similarly encompass all associated costs and overhead, excluding operator costs. The contract is subject to prevailing wage requirements under City of Austin Ordinance #20160324-015, with minimum compensation of $22.05 per hour and maximum rates reaching $90.03 per hour for certain classifications. Contractor qualifications include an established safety program, OSHA 29 CFR 1910.269 compliance with training records, submission of three years of OSHA 0300 incident logs, and designation of a qualified safety representative with OSHA 30-hour certification. Performance and Payment Bonds, each equal to $4 million, are required within 14 calendar days of award. The City offers optional Local Business and Small Business Preferences worth up to 10 points each. Evaluation criteria include Program (25 points), Staffing Plan (20 points), Experience and Personnel (20 points), and Price (15 points), totaling 100 points maximum. Additional compliance requirements include FEMA supplemental requirements, Davis-Bacon prevailing wage compliance, System for Award Management registration, background checks for personnel with data access, and security audit participation at no cost to the City.
