About this file
This Solicitation Addendum No. 2, dated July 21, 2026, modifies RFP 1100 LLM3008 issued by the City of Austin Financial Services - Central Procurement for overhead transmission electrical services to support Austin Energy's electric transmission infrastructure. The contract encompasses labor, equipment, materials, and supervision for routine capital improvement projects and emergency transmission and distribution service work. The proposal submission deadline is August 4, 2026. The initial contract term is 24 months with three optional 12-month renewal periods at the City's sole discretion. The contractor must maintain a minimum crew of six members working 40 hours per week, consisting of one daily crew lead/supervisor, one qualified operator, two Distribution Electrician III qualified journeymen linemen, and two Distribution Electrician I grounds hands/trainees/apprentices, with the ability to respond to emergency calls within 90 minutes and non-emergency calls during standard business hours (7:00 AM to 7:00 PM, Monday through Friday).
The addendum addresses pricing clarifications and bond requirements through a series of questions and answers. Equipment is billed hourly or daily depending on the length of time needed, with a standard workday defined as ten hours, while required equipment is paid on a weekly basis. A bid bond is required at submission; however, Payment and Performance Bonds in the amount of $4 million each are required within 14 calendar days of award and may be renewed annually. The addendum corrects formula calculations in the price sheet for rows 24 and 26 and confirms that no specific bond forms are mandated. Prevailing wage requirements apply under City of Austin Ordinance #20160324-015 with minimum cash compensation of $22.05 per hour. Evaluation criteria include Program (25 points), Staffing Plan (20 points), Experience and Personnel (20 points), and Price (15 points), for a maximum of 100 points. The City reserves the right to award one or more contracts, though a single award is anticipated, and contractors must provide SMBR-compliant subcontractors for projects as the City does not maintain a list of approved or preferred subcontractors.

Answer: Required equipment is paid on a weekly basis with crew time because it is anticipated that it will be needed throughout the work week.

Answer: Yes, a Bid Bond is required to be submitted with the Offer. See section 4.9 of the Solicitation Instructions which states the required amount.
1.5. Question: If a bid bond is required, can you please confirm what client the bid bond should be provided to City of Austin or Austin Energy?
Answer: The Contract does require a Payment and Performance Bond but that is not required with the submission of the Offer. (See Section 4.10 and 4.11 of the Solicitation Instructions). The Bond should be to the City of Austin.

Also, we guarantee 6 crew members for a 40 Hrs. work week, anything above that is to be determined.
