About this file
This is Solicitation Addendum No. 3 for RFP 1100 LLM3008 issued by the City of Austin Financial Services – Central Procurement on August 3, 2026, regarding overhead transmission electrical services for Austin Energy. The addendum clarifies that contractors may be required to perform both distribution and transmission energized/live-line work with direct contact to energized conductors operating at 12,470 volts phase to phase, as well as similar voltage classes from utilities serving the Austin to Bay City region. Contractors must utilize all necessary safe work methods, including rubber-glove, hot-stick, and barehand methods as appropriate, and the frequency of energized work cannot be estimated over the contract lifecycle as it is project-specific. The contract encompasses labor, equipment, materials, and supervision for routine capital improvement projects and emergency transmission and distribution service work, with an initial 24-month term followed by three optional 12-month renewal periods at the City's discretion. Proposals were due August 4, 2026.
Contractors must comply with Austin Energy-specific safety policies and the requirements outlined in the Scope of Work, including OSHA 29 CFR 1910.269 compliance. Austin Energy will install system grounds or direct the contractor to install them under an Austin Energy inspector's supervision. Contractors must maintain a minimum crew of one daily crew lead/supervisor, one qualified operator, two Distribution Electrician III journeymen linemen, and two Distribution Electrician I grounds hands/trainees/apprentices, with response capabilities of 90 minutes for emergency calls and standard business hours (7:00 AM to 7:00 PM, Monday through Friday) for non-emergency calls. Pricing covers nine labor classifications and 35 equipment categories billed hourly, daily, or weekly, with labor rates fully inclusive of overhead and indirect expenses and overtime calculated at 1.5 times base wages. Prevailing wage requirements apply under City of Austin Ordinance #20160324-015 with minimum cash compensation of $22.05 per hour and rates up to $90.03 per hour for certain classifications. Performance and Payment Bonds of $4 million each are required within 14 calendar days of award. Offerors must acknowledge receipt of this addendum and return one signed copy with their response prior to the solicitation closing date or face potential rejection.
