PROJECT OVERVIEW
The State of Nevada Purchasing Division, on behalf of the Nevada Department of Tourism and Cultural Affairs (NDTCA)/Nevada Division of Tourism (Division) is seeking proposals from qualified vendors to provide Data Aggregator services as described in the scope of work and attachments.
The State intends to award one (1) contract in conjunction with this Request for Proposals (RFP), as determined in the best interests of the State. The Division shall administer the contract resulting from this solicitation. The resulting contract is expected to be for a contract term of four years, subject to Board of Examiner’s approval. The contract is anticipated to begin February 1, 2025 and expire January 31, 2029.
AGENCY BACKGROUND
The Division exists to help achieve the statewide strategic priority of a vibrant and sustainable Nevada economy. The Division accomplishes this by effectively promoting statewide tourism to enhance the economic vitality of Nevada and provide a vibrant quality of life for all Nevadans. Travel Nevada, the Division’s consumer facing name, reaches these goals by developing and executing a result-driven strategic plan that compels consumer purchase decisions effective use of key marketing and sales channels. Tourism has a direct relationship with increases in revenues and taxes in Nevada’s communities, and Travel Nevada works to promote the continued success of tourism. The Division is funded entirely by lodging tax revenues, so driving overnight visitation is critical to the Division’s ability to continue to market the state and ensure long-term sustainability.
GOALS AND OBJECTIVES
The Division is solicitating proposals from qualified vendors to provide services for a centralized reporting platform with the ability to produce customizable dashboards, visualizations, and reports.
This project is essential for the Division to gain critical insights into topics including, but not limited to:
Visitor movement, Visitor spending, Length of stay, Exposure to visitation window, Impact of the Division’s efforts on driving visitors to the State of Nevada Top origin markets, and Top points of interest visited
The Division is seeking a vendor that can incorporate various data sets to meet these needs. These data sets can include, but are not limited to:
Geolocation data, Credit card spending data, Website data, Paid media data, Social media data, and The integration of geolocation into website and/or paid media systems to analyze performance and attribution.
Additionally, the Division would like the ability to incorporate owned data that may not inherently be available within the platform through a feature allowing to the ability to upload data sets.
The essential elements that this contract will provide are three (3)-fold.
First is to provide the agency with data that would otherwise need to be purchased or gathered separately. This can include geolocation data, credit card spending data, special event data, and economic data.
Second would be to connect as many data sources as possible that the agency currently has. This includes connecting the platform to data sources such as goggle analytics, social media data, paid media performance data, and Youtube data among others.
Third is the ability to store or upload any owned data that the agency collects that is not currently connected by the system. This includes data such as room tax collections, visitor volume, gaming revenue or data from other studies such as the agency’s Integrated Marketing Effectiveness (IME) study.
Contracting with a system that provides these capabilities will allow the agency to be more efficient in data collection, retrieval, and analysis.
Providing data sources that would otherwise need to be purchased or gathered separately, connecting to existing data sources, and allowing the ability to upload owned data not currently connected by the platform will allow a wholistic view of the agency’s data in a single location.
The base contract is anticipated to be $110,000 per year. However, proposals may include additional items or features for the evaluation committee to consider that would push the contract above $ 110,000 per year but must not exceed $150,000 per year.
Include cost estimates for any relevant data sources or modules that will be included as part of the proposal within the Cost Schedule which is attached in NevadaEPro.
GOALS
Access to a platform that houses, or has connections to, as many relevant datasets as possible to negate gathering of data in multiple platforms.
Access to a platform that allows the ability to filter/segment data by relevant criteria, such as county, point of interest, origin market, etc.
Gain an understanding of the visitor to the state, including topics such as where visitors originate, where they travel in the state, and how long they stay.
Gain an understanding of how the Division of Tourism’s efforts impact visitation, spending and length of stay on the visitor.
Access to a support team with the contracted vendor to allow for collaboration and assistance with analysis.
SCOPE OF WORK
PROGRAM TASKS
The Division seeks to use the services of a centralized reporting platform that provides insights into the state’s visitor including where a visitor originates, where they travel within the state, and how long they stay among other things.
The Division would like to be able to track the performance of paid or owned efforts through tracking of elements such as paid media advertisements and/or the TravelNevada.com website.
The Division would prefer the ability to upload owned data that is not inherently available in the system.
PROGRAM ACTIVITIES
The Division would prefer the ability to access the platform through an easy-to-use online dashboard.
The dashboard should allow for the ability to toggle between different variables of interest, such as county, city, visitor location, date, etc.
The vendor should also give the Division the ability to customize the geofenced locations in the state. This will allow the Division better control over the points of interest that are most impactful in communities across Nevada.
QUESTIONS THAT MUST BE ANSWERED AS A PART OF THE PROPOSAL
Geolocation
Does your platform include a geolocation component? If so, how do you source this data (do you purchase if from a vendor or do you collect the data in-house)?
Do you clean or make any adjustments to the geolocation data? Please describe any cleaning or adjustments that you make to ensure accuracy in the geolocation data.
What methodology is used to define a “visitor” based on the geolocation data?
Do you allow clients the ability to customize the points of interest that are able to be geofenced? If so, how many points of interest do you allow? If awarded the contract, approximately how long would it take to configure roughly 1,500 points of interest and get these integrated into the system? How far can geolocation data be retroactively analyzed (i.e. does your geolocation data go back to 2019, 2021, etc.)?
Does your platform provide visitor volume estimates? If so, what methodology do you use to model the visitor volume?
The State of Nevada has five (5) tourism regions recognized across the state. Does the platform allow the ability to create custom regions and segment by these regions for various metrics of interest?
Based on your geolocation data, please provide the top 10 markets of origin and the percentage of travel from those markets to Elko County in 2023. What was the total device sample size that was used to derive these estimates?
Credit Card Spend
Does your platform utilize a vendor to capture credit card spending by visitors? If so, what vendor do you use and why was this vendor chosen?
Can you describe the nuances that come with using credit card spending to measure in-destination spend?
What are the best and worst use cases for using credit card data for a destination?
Based on your credit card spending data, what was the average credit card spending by county in Nevada in 2023? What was the top spending category for each county?
Website Data
Does your platform connect to Google Analytics? If so, what are relevant metrics that are passed from Google Analytics to the platform?
Does your platform allow the Division to incorporate a pixel into the website to connect website and geolocation visitation? If so, what are relevant metrics that can be gathered?
Paid Media Data
Does your platform connect to any paid media ad servers, such as Google Campaign Manager? If so, what platforms does it connect to and what metrics are passed along from the ad server to the platform?
Does your platform allow the Division to incorporate a pixel into the paid media ads to connect ad service to geolocation visitation? If so, what are relevant metrics that can be gathered?
Social Media Data
Does your platform allow the ability to connect with owned social media accounts?
If so, what social media platforms do you have connections with? What are the relevant metrics from each social media platform that are passed along?
Hotel/Short-term Rental Data
Does your platform connect to any vendors who provide data on hotel and/or short-term rental performance? If so, what vendor do you use and why was this vendor chosen?
How granular is the data provided by the vendor? Would the Division be able to toggle by county, by week/month?
Based on the vendor that you have, what is the hotel/motel room inventory that the vendor has visibility on in the State of Nevada (i.e. do they get reporting for hotels covering 10,000 rooms in the state, 100,000 rooms?)
Based on the data provided by the vendor, what was the room demand, occupancy rate and average daily rate (ADR) for Carson City and the state as whole in 2023?
Other Data Sources
What other data sources does your platform have connections to? Please provide a brief overview of the best use cases for each.
Other Features
Does your platform allow the ability for clients to upload data that may not be included as part of your out-of-the-box package?
Does the platform allow for data to be exported from the system for further analysis and visualization by the Division?
Does the platform allow users the ability to customize analyses? Is there a feature that allows users to explore data in a “backend” type of environment to create custom charts, graphics and tables?
Does your platform offer the ability to deliver custom, automated reports to various stakeholders?
If awarded the contract, please provide an overview of the ongoing communication with the Division. Does the contract amount include monthly status calls, custom analyses, etc.? Provide detail on the level of customer support that will be included in the cost of the contract.

The amount of the inverse preference is correlated to the amount of preference applied in the other state.
Vendors who meet this criterion must indicated it on their submitted Quote in NevadaEPro.
This preference cannot be combined with any other preference, granted for the award of a contract using federal funds, or granted for the award of a contract procured on a multi-state basis.
