About this file
This is a Tie-Breaking Certifications attachment for RFP #10925 issued by the Florida Department of Juvenile Justice and the Office of Probation and Community Intervention for Mental Health and Substance Abuse Evaluation and Treatment Services. The RFP seeks to award multiple rate agreements across all 20 Florida judicial circuits for comprehensive mental health and substance abuse diagnostic evaluations, individual and group counseling, treatment planning, clinical case management, drug screenings, progress reporting, and discharge planning services for youth aged 12-19 under DJJ supervision. Respondents must submit proposals electronically through the DJJ Bid Library by September 10, 2025, with an anticipated contract start date of January 1, 2026, and an initial contract period extending through December 31, 2029.
The tie-breaking certifications document establishes the order of preference for awarding contracts when proposals are equal in price, quality, and service. Eligible certifications for preference include: Drug-Free Workplace (per F.S. 287.087), Certified Minority Business Enterprise (per F.S. 287.057(11)), Service Disabled Veteran's Business Enterprise (per F.S. 295.187(4)), Florida Business (per F.S. 287.084), and Foreign Manufacturer with a Factory in Florida (per F.S. 287.092). Respondents may claim multiple designations by checking the appropriate boxes and must provide supporting documentation upon request. For CMBE and Service Disabled Veteran designations, respondents must report their net worth amount. The RFP emphasizes diversity in procurement and encourages minority business enterprise participation through subcontracting utilization plans, with specific pricing structures established for services including $350 for mental health evaluations, $450 for integrated evaluations, and counseling rates ranging from $12.50 to $38 per 15-minute unit.
