About this file

This is a Request for Proposal (RFP) #10925 issued by the Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention for Mental Health and Substance Abuse Evaluation and Treatment Services. The RFP seeks to establish multiple rate agreements across all 20 judicial circuits to provide comprehensive services to youth referred by the Department. Services include mental health and substance abuse diagnostic evaluations resulting in detailed reports, as well as treatment services encompassing individual, group, and family counseling/therapy. The treatment services will involve creating individualized treatment plans, conducting treatment plan reviews, providing clinical case management, performing drug screenings, generating monthly progress reports, developing discharge plans, and offering legal testimony when needed.

The document represents an informational notice (Notice #3) that modifies two key sections of the original RFP, specifically increasing the maximum possible points for the Counseling/Therapy section from 200 to 250 points. The total maximum overall points for the proposal have correspondingly increased from 800 to 850 points. The evaluation will focus on the respondent's understanding of treatment services, including adherence to specific treatment modalities, curriculum requirements, minimum personnel qualifications, types of counseling, session frequency and length, and overall treatment duration. Proposals will be comprehensively scored across ten distinct sections, with significant weight placed on technical capabilities and the quality of proposed counseling and therapeutic interventions.
