About this file
This is a Request for Proposal (RFP) Addendum #1 issued by the Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention for Mental Health and Substance Abuse Evaluation and Treatment Services. The RFP seeks providers to deliver comprehensive services to youth in all 20 judicial circuits, including mental health, substance abuse, and integrated diagnostic evaluations, as well as individual, group, and family counseling/therapy. Key dates include a solicitation release on July 11, 2025, a deadline for written questions on August 1, 2025, proposal submissions due on September 10, 2025, and an anticipated contract start date of January 1, 2026. The addendum primarily updates the calendar of events and cancels the previously scheduled Solicitation Conference Call.
The RFP requires respondents to provide a range of services including diagnostic evaluations resulting in reports, individualized treatment plans, clinical case management, drug screenings, monthly progress reports, discharge plans, and potential legal testimony. The procurement will be conducted through the MyFlorida.com vendor marketplace, with proposal evaluations occurring through public conference calls on September 18 and October 6, 2025. The Department intends to award multiple rate agreements across the judicial circuits, with an anticipated Notice of Intended Award to be posted between October 31 and November 3, 2025. The addendum also outlines protest procedures and bond requirements for potential bidders challenging the procurement process.

Any person who files an action protesting a decision or intended decision pertaining to contracts administered by the department or agency pursuant to subsection 120.57(3), F.S., shall post with the department or the agency at the time of filing the formal written protest a bond payable to the department or agency in an amount equal to 1% of the estimated contract amount.
