About this file

This is Addendum 1 to RFP 013-22 issued by Clayton County Public Schools (CCPS) in Jonesboro, Georgia for Summer Enrichment Programs. The RFP solicits qualified vendors to provide three program categories: the Student Enrichment Academy (SEA), Advanced Learning for All (ALA), and STEM Programs on an as-needed basis. The SEA program targets rising 1st grade through 12th grade students with literacy and math interventions, featuring both in-person and virtual delivery options. Vendors are not required to bid on all three categories and may submit proposals for the services they offer. A pre-proposal conference was held on February 2, 2022 at 11:00 A.M., with a dial-in number and access code provided. Written questions were due by 3:00 p.m. Eastern Standard Time on Monday, February 7, 2022, and proposals were due by 3:00 p.m. EST on Friday, February 18, 2022, through the Clayton County Public Schools e-Procurement Bonfire Portal.

Key clarifications addressed in this addendum include confirmation that vendors must meet staffing commitments (Program/Implementation Manager, Instructors, and/or STEM Coaches) as a strict requirement unless the RFP specifies otherwise. CCPS will provide onsite and school staff where available, with staffing reviewed on a case-by-case basis. Vendors must provide materials, curriculum, and professional development appropriate to program needs. All required forms must be uploaded in both the Bonfire registration and RFP submission sections. Assessment tools are not predetermined by the district; vendors should propose robust assessments. For SEA math intervention, adaptive assessments are acceptable, with both in-person and virtual students participating in small and whole group instruction utilizing manipulatives as appropriate. Electronic signatures are accepted for proposal submissions.

QUESTION 1: Will the county be providing the teachers/staff to run the selected programs?

ANSWER The Student Enrichment Academy (SEA) will provide teachers/staff to support the implementation of the program.

STEM Programs and Advanced Learning for All (ALA) will have a more hybrid approach with some programs having CCPS teachers/staff provided and some not.

QUESTION 2: Is 1.1.5 - staffing commitments - a strict requirement if our online implementation solution offers synchronous/asynchronous options for students across K12 grades and learning needs?

1.1.5 The program must be able to offer one or more of the

following staffing commitments: Program/Implementation Manager, Instructors, and/or STEM Coaches;

ANSWER Yes. This is a strict requirement where one or more of the staffing commitments must be met.

QUESTION 3: Will Clayton County provide the onsite/school staff for this implementation?

ANSWER If available, CCPS will provide the onsite/school qualified staff.

QUESTION 4: I see that many forms are needed to be uploaded to complete the

Bonfire registration (Contractor Affidavit and Agreement Form, Sub- Contractor Affidavit and Agreement Form, W-9 Form, Proponent Declarations and Representations Form, Reference and Release Form) and then those same forms are listed again as required forms for the RFP NO. 013-22 SUMMER ENRICHMENT PROGRAMS. Do we need to upload the documents in both places?

ANSWER Yes. Please upload the documents in both sections.

QUESTION 5: Is the district looking for a complete program with materials /curriculum and staff? Or materials like science kits with PD available to train staff?

ANSWER Due to the varying needs of each unique program, it is expected that provisions are made to provide materials, curriculum, and professional development. Staffing is reviewed on a case-by-case basis due to the nature of the program and CCPS qualified staff availability.

QUESTION 6: Are you expecting to see a line-by-line response from vendors to illustrate how we will meet the requirements laid out in Attachment A?

Or, was that an informational document with more detail about what you are looking for?

RFP 013-22 Summer Enrichment Programs Page 3 of 4

ANSWER Please refer to 9.1.1 Technical Response section on page 13 of the RFP. It does help to present the information in the order requested/outlined to ensure all components are addressed.

QUESTION 7: What sections are you referring to in question 9.2.2.2.5 “Provide a summary of the other sections of the Response. All sections should fit together into a well-organized highlight of the significant points of the Response.”?

ANSWER The other sections requested within the 9.2 Contents of Technical

Response in the RFP.

QUESTION 8: I completed the registration so how do I get the documents to be unlocked?

ANSWER The documents are unlocked for access to upload the requested information.

QUESTION 9: Our company makes an online only supplement appropriate for students in grades 5-9. Are you open to this type of solution in this

RFP?

ANSWER Due to the RFP having multiple requesting components, your product may meet the needs of one of the components but not necessarily others. Please be specific for which part of the RFP your product best meets the needs requested.

QUESTION 10: I am not able to access the Bid table for Step 1 to provide submission information. It says that it is locked and each line says "Locked" at the end of it. Please advise?

ANSWER The documents are unlocked for access to upload the requested information.

QUESTION 11: Will electronic signatures be accepted?

ANSWER Yes.

QUESTION 12: Are we correct to assume that a vendor can choose which categories to bid on (SEA, ALA, or STEM) and does not need to bid all 3 categories of programming to be considered?

ANSWER That is correct. Proponents are not required to provide all three services. Proponents can submit a proposal for the services they offer.

QUESTION 13: For the category of: 4.SUMMER ENRICHMENT ACADEMY (SEA)

SUMMER PROGRAMS, we see different grade spans on pages 11

RFP 013-22 Summer Enrichment Programs Page 4 of 4 and 47. Is the literacy intervention for K-8 and the math intervention for grades 1-12?

ANSWER The SEA program is designed for current Kindergarten students

(rising 1st graders) for the 2022 school year.

QUESTION 14: Regarding the request for robust assessments, does the district already have an assessment tool in math or literacy that it prefers to use for the SEA summer programs?

ANSWER The District does not have an assessment tool for SEA programs.

QUESTION 15: Regarding pages 47-48, math intervention requirements 4.2.9 and

4.2.10 and the requirement for adaptive software, does this imply that you prefer a fully digital math learning curriculum with a built- in assessment – something that can be self-paced in either a school or home setting?

ANSWER For SEA, there are in-person and virtual students. An adaptive assessment would be acceptable. In terms of the curriculum, those in-person and virtual would participate in small and whole group instruction where manipulatives would be appropriate.
