About this file

This is Addendum No. 2 to RFP No. 00002697 issued by the City of Portland, Oregon's Office of Management & Finance for Sidewalk Cleaning Services. The addendum modifies the scope of work and establishes operational parameters for the contracted services. Work will be conducted between 6:00 a.m. and 3:30 p.m. and will primarily occur east of 82nd Avenue, encompassing trash and debris cleanup, bio-hazard cleanup (including needles and bodily fluids), pressure washing of public sidewalks, graffiti removal up to 8 feet high, and large item pickup such as shopping carts or mattresses. The contractor will receive locations and cleaning schedules from the City Project Manager and is not expected to engage with tents, homeless people, or move semi-permanent structures. Contractors must submit weekly written status reports by the first day of the week detailing completed activities, delayed items, causes of delays, schedule impacts, and proposed resolutions. The proposal deadline is February 27, 2026, at 4:00 p.m. PST, and questions must be submitted seven calendar days prior to this deadline.

Workers performing this contract must possess bio-hazard handling and disposal training and will be provided with appropriate safety equipment. Graffiti removal techniques must first attempt pressure washing or solvents, with painting over graffiti using City-supplied or approved paint as a secondary measure. Contractors must document graffiti removal activities with before and after photographs and submit weekly logs and reports. The addendum specifically clarifies that contractors are not responsible for collecting significant refuse beyond minor items impeding power washing operations and notes that no penalty applies if pressure washing spray incidentally contacts building sides. Additional modifications to the Phase I Evaluation Criteria, RFP Question Deadline, and Proposal Response Packet are referenced but detailed within this addendum.

It is the responsibility of all respondents to conform to this addendum.

This Addendum shall make changes to the Scope of Work, Phase I Evaluation Criteria, Deadline for RFP Questions, and replace the Proposal Response Packet accordingly.

The following language is added to/deleted from the solicitation. New language is in bold AND underline and deleted language is in strikethrough:

Pressure Washing https://twitter.com/PortlandGov https://www.instagram.com/PortlandGov/ https://www.facebook.com/PortlandORGov

Pressure washing of sidewalks, with locations and cleaning schedule established by the City. Work will not include collection of significant refuse, engagement with tents, homeless people, or moving semi-permanent structures. Picking up a wrapper or plastic shopping bag impeding the power washing is an example of expected work.

Power washing will be conducted on sidewalks from the street up to private property boundaries. There will be no penalty for power washing the side of a building as spray often crosses the artificial boundary created for the purpose of this scope of work.

Graffiti Removal

Locations of graffiti will be provided by City for removal. Workers will be expected to take pictures before and after graffiti is removed. Techniques for removal shall be to first attempt pressure washing or solvents, and if unsuccessful, painting over the graffiti with paint supplied or approved by the City. Cleaning actions shall be logged and reported weekly with pictures.

Large Item Pickup

There may be occasional pickup and disposal requested by City for large items such as shopping carts or mattresses.

Reporting

Work activities will be collected in weekly written status reports submitted to the City Project Manager. The status reports will be due on the first day of the week and shall include summaries of all activities and Deliverables completed in the prior week.

Reports will include a list of any delayed items, a description of the cause of the delay, schedule impact, and a proposed method of resolution. Delayed items will be carried over onto subsequent reports until resolved.

Work will primarily occur East of 82nd Avenue.

Daily cleaning levels of service will include:

• Trash/debris cleanup, biohazard/needle cleanup, and rinse cleaning on public sidewalks

• Pressure washing as needed for bio-hazard cleanup and general cleaning on public sidewalks

• Large item pickup, or coordination with City for larger item cleanups as needed (example: shopping carts or mattresses)

Contractor will clean block spaces along an identified route. Locations and cleaning schedule will be established and agreed to by City Project Manager and Contractor. Contractor is not expected to collect significant refuse (picking up a wrapper or plastic shopping bag impeding the power washing is an example of expected work), engage with tents, homeless people, or to move semi-permanent structures.

Contractor is expected to power wash up to the private property boundary where it meets the sidewalk and to power wash to the street. There is no penalty for power washing the side of a building as spray often crosses the artificial boundary created for the purpose of this scope of work.

Contractor shall summarize activities under this Contract in written weekly/monthly status reports submitted to the City Project Manager. The status reports are due on the first day of the week/month and shall include summaries of all activities and Deliverables completed in the prior week/month.

The report shall include a list of any delayed items, a description of the cause of the delay, schedule impact, and a proposed method of resolution. Delayed items shalI be carried over onto subsequent reports until resolved.

Workers are expected to have bio-hazard handling and disposal training and be provided with equipment to perform such work safely.

This work does not include collection of significant refuse, engagement with tents, houseless people, or moving semi-permanent structures.
