About this file

This is a Request for Information (RFI) #02 issued by the Department of the Air Force's Space Launch Delta (SLD) 45 for the Instrumentation Range Support Program IV (IRSP IV). The RFI seeks industry capabilities for conducting pre-overhauls and concurrent overhauls of legacy radar systems (circa 1960s-1970s) at multiple global locations, focusing on specific systems like MPS-25, FPQ-10, RIR 980W, and others listed in Attachment 7.

Key details include a requirement for capability statements describing manpower, skills, tools, testing procedures, and facility requirements for overhauling at least two specified radar systems. The document highlights challenges in upgrading these aging systems, particularly electrical and electronic components, which often require custom reengineering and complex interface upgrades. Interested parties are encouraged to submit email responses to the Contracting Officer by 4:00 PM EST on 12 Jun 2025, with contact information provided for Sandra Seman, Jeremiah Small, and Brian Bosworth from the Space Force contracting team.

Notice Type: Request for Information (RFI) #02 Dated: 29 May 2025

Agency/Office: Dept of the Air Force/Space Launch Delta (SLD) 45

Title: Instrumentation Range Support Program IV (IRSP IV)

Attachments: Contract Data Requirements List (CDRL)- C003 Manhour Estimate, Technical Cost Proposals (Technical Cost Proposal), D004 Detail Specification Documents (Overhaul Work Specification), E001 Test Inspection Report (Pre-Overhaul Report), and E002 Test Inspection Report (Overhaul Test & Evaluation & Accomplishment Summary)

Description: In accordance with the stated CDRLs from the Draft Statement of Work (SOW) dated 18 Apr 2025, identify the capabilities to complete a pre-overhaul and overhaul of systems associated with the questions and answers from Industry Day - Q55 & Q58. To include the possibility of concurrent overhauls being conducted at multiple locations across the globe.

Capability Statements shall include information for conducting concurrent pre-overhauls and overhauls on at least 2 of the following systems (or equivalents) from Attachment 7:

MPS-25, FPQ-10, RIR 980W, RIR 980S, RIR778, RIR778C, FPS-16, FPS-15, FPQ-6

4.3 Pre-Overhauls/Overhauls (CLIN X006):

4.3.1 Pre-Overhauls

Pre-overhauls will be accomplished for those ITS listed in Attachment 7. A pre-overhaul survey shall be accomplished jointly by the contractor, the Range Manager or an authorized representative, and site operating personnel. The pre-overhaul survey shall indicate the responsibilities of the Range Managers and the contractor to complete the overhaul, to include removal and re-installation of equipment. In the event an overhaul requires specific certification(s), it shall be noted in the pre-overhaul survey and is the contractor’s responsibility to meet that requirement. The pre-overhaul survey will identify long-lead material required for the overhaul, as well as the items requiring repair. The below list includes some of key requirements expected: (CDRL E001)

a. System/Equipment: Determine the specific equipment to be overhauled and the condition of the system.

b. Manpower/Skills/Tools: Determine the manpower, skills, test equipment, tooling facilities, material and technical data required to accomplish the overhaul.

c. Testing: Determine the pre and post tests required to ensure that upon completion of the overhaul the equipment meets operational standards.

d. Facilities: Verify that facilities and equipment listed in Attachment 8 will be available to the overhaul team and determine if any additional Range facilities and equipment will be needed and available on a non-reimbursable basis to the overhaul team.

e. Budgetary Estimate: The contractor shall provide a budgetary estimate to perform the overhaul.

4.3.2 Overhauls

The contractor shall perform overhauls on ITS listed in Attachment 7 in accordance with CDRL L001. The contractor will develop a work specification if one is not available in conjunction with the first overhaul of that type of ITS. All work specifications shall be developed and maintained by the contractor IAW CDRL L001. All new or newly changed work specifications will be coordinated with the Program Office for approval. The contractor shall overhaul the designated system(s) in accordance with the pre-overhaul survey and the work specification for that ITS. The contractor will propose an overhaul by Contract Line-Item Number (CLIN) to include applicable material acquisition and remanufacture/fabrication (CLIN X008/X009); overhaul labor (CLIN X006), travel (CLIN X012), and transportation (CLIN X013). (CDRLs D004, E002, C003)

Industry Day Questions:

Q55. Are there specific system types that consistently require more extensive overhaul work?

A55. The typical radar systems covered under IRSP are circa 1960s, 1970s original builds.

The companies of original build may not exist, or they do not provide product service.

Examples: Sperry, RCA, Vitro, Ticor, Lockheed Martin. Electrical Subsystems require technology upgrades and custom reengineering. Mechanical Subsystems require parts substitutions, rebuilds and custom fabrications. Overhaul efforts in general provide functional service / periodic maintenance of large scale stationary systems (radars).

Q58. Are there particular types of components that have proven most challenging to replace?

A58. The challenge is the level of upgrade based on schedule and funds restrictions. The systems are active, and scheduled downtime is a premium expense. The system configurations are controlled by the specific Range and the accuracy of the data does require research and working with the Range to properly understand configuration.

Mechanical components in general have modern substitutions or available fabrication methodologies. Electrical / Electronic components provide the greatest challenge based on technology changes, software interfaces, and OEM support. Many of the components (transmitters, PCBs, antenna feeds) were custom project developments and the upgrade of a single component will require interfacing components to be upgraded.

Notes:
