About this file

This document is a Questions and Answers (Q&A) file for the Instrumentation Range Support Program IV (IRSP IV) procurement, dated 16 May 2025. The comprehensive Q&A document covers multiple aspects of the upcoming contract, including program scope, technical requirements, and acquisition strategy. Key details include the contract being a Cost-Plus-Fixed-Fee (CPFF) effort with no predetermined small business set-aside, potential for supporting 28 ranges with 3-5 ranges potentially added/removed annually, and a focus on supporting aging radar and instrumentation systems across multiple test ranges.

The Q&A reveals several important procurement characteristics: the contract will require a warehouse facility (~30,000 sq ft), contractor-provided work management systems, and personnel with security clearances. The government emphasizes ongoing system modernization, obsolescence engineering, and support for legacy radar systems from the 1960s and 1970s. Historical contract value is approximately $25.4M in Government Furnished Property, with anticipated future growth. The procurement will involve technical services, engineering support, and system functional services across domestic and international ranges, including potential Foreign Military Sales (FMS) cases with ITAR restrictions. A full draft RFP is expected, with historical workload indicators to be released in future Request for Information (RFI) documents.

Instrumentation Range Support Program IV Questions and Answers

16 May 2025

Q1. Given the DOGE latest actions, is this contracting action going to be on GSA?

A1. No

Q2. Will new tracking systems be required due to the hypersonic systems coming online?

A2. Additional requirements have not been identified to date but could possibly be added to Attachment 7 in the future.

Q3. Will Attachment 7 be made available?

A3. Yes, Attachment 7 and 7a was submitted on 18 Apr 2025, it is a generic roll up to provide enough info for proposal submittal. The Government will provide a breakdown of the assets that are on the current range(s) with limited details. A full and in-depth Attachment 7 will be provided to the awardee.

Q4. What is included in the scope of the Program Management delivery order?

A4. Workload indicators will identify effort associated with the WBS.

Q5. Is the PDO fixed price?

A5. The Government will determine depending on the acquisition strategy. At this time, it is CPFF, and we will provide historical amounts and workload effort with each CLIN. The Government is in the process of determining the acquisition strategy for IRSP IV, to include the CLIN structure.

Q6. How will workload factors (WLF) for non-routine workloads be scoped?

A6. Requirements owners (Ranges) will identify requirements for non-routine work, these will be handled based on cost estimate for high cost requisition or not and follow normal contract procedures for the DO or DO modification as appropriate. Once the delivery order is cut, a mod will occur for each action. Request, technical eval, contracting approval, and then a modification will be completed. The IRSP has trending data that we can share with industry to better assist with proposal(s). Non-routine and routine work will be handled in the same way.

Q7. Is the work management system going to be GFE?

A7. No, contractor provided.

Q8. How will the relocation cost of the warehouse and inventory be assessed?

A8. Proposed solution in Phase-in/Phase-out plans. At this time, the relocation of the depot is not going to be evaluated within the total evaluated price (TEP). It will be evaluated for cost reasonableness and suitability.

16 May 2025 Q9. How do you ensure a good phase-out plan and transition?

A9. Communication and planning early and often. Transition of property is identified as one of the biggest risks. 100% accountability of property will be required during transition, no waivers will be approved.

Q10. Will the Government consider a sample problem as part of the RFP for things like overhaul?

ITS?

A10. Yes, it will be included as part of Section L.

Q11. There has been a large amount of contract growth and massive spending fluctuations, is there any stability? A forecasting plan?

A11. Last year there was an outlier with two large acquisitions awarded that caused the large increase. Taking into consideration trending, the growth is expected to continue a linear path and flatten. Normal growth without the large acquisitions accounted for 60%; potential that it could happen again; offerors need to be able to handle that type of purchase again; depending on how these acquisitions are received across the DoD, this purchase will occur again. The program has continued to grow/increase over time and there is an assumption that the program will continue to grow in the future. The core number of ranges is 28; however, there is a potential for the program to increase/decrease by 3-5 ranges per year.

Q12. Are there any organizational conflicts of interest (OCI) expected?

A12. If OCIs are discovered, it will be up to the offeror to mitigate the OCI.

Q13. Would an 8A Joint Venture approach be desirable for agility and flexibility?

A13. The Government is currently conducting market research to develop an acquisition strategy for this requirement. The Government encourages all small businesses to participate. There will be future RFIs, which will add an additional level of detail to the requirements for offerors to make the best business decision for their company.

Q14. When will the determination be made on a SB set aside?

A14. The Government intends to communicate with industry prior to posting the draft RFP on whether the requirement will be a SB set-aside or full and open.

Q15. Will the government be putting out additional RFIs?

A15. Contracting will place all RFIs and associated documents to sam.gov, as necessary.

16 May 2025 Q16. Is there a preferred location for the Depot/warehouse?

A16. The draft SOW does not specify the location. The Government does not have a preferred location, at this time. The Government is asking industry to identify the best solution, taking efficiency and cost considerations into account.

Q17. Is there any union work or SCA work?

A17. No, there is an embedded services integrated into specific CLINS. There is currently no union or SCA work anticipated for IRSP IV.

Q18. Will the Labor breakout be provided?

A18. The program is not identifying Key personnel. The offeror should propose to the best of their ability to meet the requirements identified in the SOW.

Q19. Have you reviewed the original RFI (Sources Sought) submissions?

A19. Yes, revisions were made based on industry recommendations/comments. The responses are incorporated with the responses from Industry Day.

Q20. Is there going to be a substantial amount of new information on the second request?

A20. The Government will be submitting RFI; however, we do not anticipate a substantial amount of new information to be provided.

Q21. Collaboration and coordination efforts?

16 May 2025

Q53. Para 3.6.1 "phase-in" states offerors must "coincide" their phase-in with the incumbent’s phase-out. When can industry expect to see incumbents’ phase-out plan? For IRSP III it came at DRFP, which was very late and hindered effective competition due to late planning.

A53. The Government is identifying on how to expediate the phase-out plan.

Q54. IRSP III RFP had multiple sample TOs to propose to. Included in those sample TO were proprietary incumbent parts which required procurement, will the Gov't please consider removing all the BAE parts from the sample TOs?

A54. The Government is identifying on how Section L & M will be populated; it has not been determined at this time.

Q55. Are there specific system types that consistently require more extensive overhaul work?

A55. The typical radar systems covered under IRSP are circa 1960s, 1970s original builds. The companies of original build may not exist, or they do not provide product service. Examples:

Sperry, RCA, Vitro, Ticor, Lockheed Martin. Electrical Subsystems require technology upgrades and custom reengineering. Mechanical Subsystems require parts substitutions, rebuilds and custom fabrications. Overhaul efforts in general provide functional service / periodic maintenance of large scale stationary systems (radars).

Q56.Will the Gov be able to provide metrics on ITS components that are considered high risk for obsolescence?

A56. The Government will not be able to release this information, once any obsolescence is completed it is released to the Ranges for configuration management.

Q57. Will the Gov be providing metrics on what specific system presents most critical obsolescence challenges?

A57. The Government will not be able to release this information, once any obsolescence is completed it is released to the Ranges for configuration management.

Q58. Are there particular types of components that have proven most challenging to replace?

A58. The challenge is the level of upgrade based on schedule and funds restrictions. The systems are active, and scheduled downtime is a premium expense. The system configurations are controlled by the specific Range and the accuracy of the data does require research and working with the Range to properly understand configuration. Mechanical components in general have modern substitutions or available fabrication methodologies. Electrical / Electronic components provide the greatest challenge based on technology changes, software interfaces, and OEM support. Many of the components (transmitters, PCBs, antenna feeds) were custom project

16 May 2025 developments and the upgrade of a single component will require interfacing components to be upgraded.

Q59. Will you require a certified EVM system?

A59. No

Q60. Will you provide historical DOs?

A60. The historical data will be identified in the WLIs.

Q61. Will the full scope of "recurring" work to be part of the base "Program Management" DO be defined sufficiently to bid? Is that going to be FFP or CPFF CLIN?

A61. CLIN X001 is anticipated to be CPFF.

Q62. To submit "non-recurring" DO proposals requires a level of effort for Eng, Log, PM, contracting. Is that "DO proposal preparation" effort reimbursable/a direct charge to IRSP (allowable cost)?

A62. CLIN X001 is anticipated to be CPFF.

Q63. Will the IRSP IV winner simply "take over" the existing website or will they have to build a new site? Can we see/access the current site?

A63. The Government is not providing the website as part of transition. The awardee will need to build and sustain a new website site that meets the requirements detailed within the SOW. No access will be provided to the current website.

Q64. If we did not submit an RFI response, may we do so now?

A64. Yes, please see sam.gov for additional information.

Q65. In the presentation, there is an estimated "50-200" engineering" (En/Field support chart) Is that man weeks or LOE ? Budgeting for 50 vs 200 is a big $$ amount. How do we forecast that workload?

A65. The range is part of the complexity of the program and is for lines of effort. The Government will take it into consideration when releasing the WLIs.

Q66. In the evaluation criteria, are you going to require $20M/year for a contract to be relevant? If so, will you allow for the roll-up of multiple orders under the same contract?

A66. Yes, a $20M/year contract will be relevant. The Government will allow for the roll-up of multiple orders under the same contract.

16 May 2025 Q67. What are some of the pain points that filter up from your participating range managers? What do you intend to change on this iteration of IRSP in response to those pain points.

A67. We care about procurement lead times and financial tracking (see attachments to IRSP IV).

Q68. Is the program office open to a Joint Venture?

A68. Yes

Q80. What testing standards are applied to verify system modifications that meet requirements?

A80. Specific requirements will be identified according to the DO and Range requirement.

Q81. What are your expectations for the 180-day transition period, and what are the critical success factors for a smooth phase-in/phase-out?

Q81. The transition period is currently identified as 90 days, requirements are identified in the CDRL, and the offeror will determine any additional critical items as part of their plan

Q82. What are the historical transportation costs that are incurred at the Range TO level each year?

A82. The Government will release the numbers within the WLIs.

Q83. 3.2.1 Obsolescence Engineering, which is a significant hindrance to any offeror other than the incumbent.

A83. Obsolesce Engineering is based on component future availability. Taskings for obsolescence evaluations will occur by two methods: the Range will request an evaluation of parts identified at the Range or the Prime Contractor will identify parts/components that are deemed obsolescent and request feedback from the Range Customers on impact. The CLIN002 funding will initiate engineering evaluations and determination of future action. This is a limited funding source to be used in conjunction with the IRSP Program Office direction.

Q84. 4.2.5 system Functional Services. While the contractor understands each requesting range will generate an individual SOW, the current PWS is not clear on what these services will cover.

A84. System Functional Services will cover establishing Form, Fit and Function of the given component asset. This will cover services not anticipated by the Range customer or determined as necessary by the contractor to properly complete the task objective.

Q85. Contractor recommends the Government provide a more detailed description and explanation of what constitutes “System Functional Services” and how it differs from CLINs X010 and X011 that supply “Engineering and Technical Services”.

A85. SOW has been updated, if there are still questions, please identify.

16 May 2025 Q86. For the first Draft RFP, contractor suggests the Government outline the funding estimates for each CLIN. This is important for each offeror as it affects multiple decisions for teaming, costing, staffing, and the offeror’s bid/no-bid decision calculus.

Q86. Historical data will be provided that will assist in this area.

Q87. The SOW organization needs some attention.

A87. SOW organization has been updated, please identify any specific changes recommended.

Q88. Will the Government please provide more detail and explanation of the type of Data Acquisition Systems referenced in the scope of work?

A88. Data Acquisition systems are identified in Para 4.4.1. If there are more specific questions, please identify.

Q89. It would be very helpful if the Government would provide an outline or a table with specific details regarding industry certifications that might be required and/or desired. We would like to recommend the following list business management and quality certifications as go/no-go Gate Criteria: ISO 9001:2015, AS9100 Rev D, CMMC Level 2, CMMI-DEV Maturity Level 3, DCMA Purchasing System, DCMA Property System, and DCAA Accounting System.

A89. The Government will consider the recommendation.

Q90. We were expecting to see more details regarding staffing and, particularly, key personnel requirements (experience, qualifications, education, etc.) for IRSP IV. A major consideration, and ultimate bid/no-bid factor, is the degree of staffing detail provided by the Government.

A90. Personnel levels vary: Key Personnel Minimum, Program Manager, Engineering SME, Logistics SME, Project (Range) Managers, Contracting will ultimately be determined by the offeror.

Q91. Will the Government please provide warehouse facility requirements for GFP?

A91. IRSP IV storage facility requirements (not all inclusive)

1. Warehouse type construction ~30,000 sq ft floor space (150’ L x 200’ W x 30’ H)

a. Could potentially 2 facilities/locations

b. Must be able to be secured/controlled access

c. Must support vehicle storage/maintenance

d. Loading dock with lift required

e. High bay roll up doors highly desired

2. Office Space for 2-4 people with A/C, Internet, and phone service

3. Capable of storing Hazardous Materials such as oils, aerosols, and cleaning fluids

4. Must have access to air and ground transportation, preferably located near a base with

LRS/TMO support

5. Must allow for installation of heavy-duty storage shelves

16 May 2025

6. Must be fire and safety code compliant.

Q92. Does the Government foresee any specific or potential OCIs with adjacent programs?

A92. No OCI is expected.

Q93. Will the Government please provide more fidelity regarding Places of Performance as they apply to contract organizational management, including key facilities, hubs, prep stock(s) and staff deployment(s)?

A93. The Places of Performance will be in Attachment 7.

Q94. Will the Government please provide more information on foreign range customers and ITAR process requirements?

A94. ITAR requirements/compliance will be forthcoming.

Q95. Will the Government please provide a link to the SOW-referenced Range Manager’s Handbook?

A95. Range managers Handbook will be in Bidders Library on sam.gov.

Q96. Requiring a proprietary tool that is controlled by the incumbent contractor creates a potential barrier to competition. If AVCOM access is not guaranteed or comes with a licensing fee, it could place non-incumbent offerors at a competitive disadvantage. Furthermore, the requirement does not allow for alternative, commercially available obsolescence management tools that may provide equivalent or superior capabilities.

A96. Reworded requirement to not be AVCOM specific.

Q97. Requiring the contractor to make capital investments without a clear mechanism for cost recovery or ownership transfer creates a financial risk, particularly if these assets have limited use beyond this contract. If these items are intended to be Government property, then requiring the contractor to procure them with internal funding may present issues related to cost allowability and contract compliance.

A97. Prime Contractor provided resources are limited to controlled storage (logistics), office facilities, logistic-based software, project management software, and financial software. The IRSP program does not require capital investment other than access to controlled storage, the rest is normal overhead.

Q98. The SOW mentions the need for Secret and Top-Secret cleared personnel but does not specify the expected percentage of the workforce requiring clearances or the timeline for onboarding cleared personnel. If a high number of cleared personnel are needed immediately upon

16 May 2025 award, it could present a staffing challenge. Clarify the specific clearance requirements and whether there will be a transition period for personnel to obtain clearances.

A98. Transition period will be available, the Program Manager should have Secret to cover Range project discussions.

Q99. The requirement to build, maintain, and operate a web-based system for ordering and tracking supplies/services and a financial reporting system lacks detail on specific system functionalities, compliance requirements (e.g., cybersecurity, FedRAMP), or integration needs.

The cost and complexity of developing or integrating such a system could be a significant factor, especially if GFE or an existing system is not available. Clarify whether an existing system will be used or if the contractor must develop one from scratch to help in estimating costs and technical requirements.

A99. Contractors will be required to provide this capability.
