About this file

These are industry day briefing slides for the Instrumentation Range Support Program (IRSP) IV, a critical Department of Defense program supporting range instrumentation tracking systems. The program supports 30 ranges worldwide across DoD, DOE, NASA, and international governments, covering approximately 3,250 systems. Key objectives include maximizing operational availability, minimizing government costs, and extending the useful life of instrumentation tracking systems through centralized depot support, obsolescence engineering, system modifications, and technical engineering assistance.

The acquisition timeline includes a draft Request for Proposal in December 2025, final RFP in March 2026, proposals due in May 2026, and contract award targeted for May 2027, with full performance beginning in October 2027. The contract is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a total contract ceiling between $500 million and $1 billion. The program provides comprehensive support including depot inventory management, parts replacement, system overhauls, technical studies, and engineering field support, with approximately 500-700 material acquisitions and 50-200 engineering support actions expected annually.

Program Overview

Program Background Program Objectives Range Participants Work Description

*Note: All information presented today is for informational purposes, if there is a disconnect, the information within the RFP will take precedence.

Program Background In the 1950s the USG determined that it required a program for its test ranges that could support highly accurate long-range tracking radars.

1961 - IRSP was formed by 3 Ranges (15 radars) to provide responsive and cost-effective radar support via:

• Consolidated inventory,

• Depot-level maintenance capabilities

1980 - After successful start, IRSP grew to 94 radar system being supported, to include multiple Allied nations.

2002 - Telemetry pedestals added to the program 2006 - Full telemetry and optical systems added to program 2016 - IRSP has grown to 28 ranges, 1,000+ systems 2020 - 3 new systems (Flight Termination Systems (FTS), Data Acquisition Systems (DAS), and Global Positioning Systems (GPS)) have been added to the program

Program Background Cont.

Today, IRSP supports 30 ranges (and counting) globally that covers ~3,250 systems; to include Air Force, Army, Navy, Space Force, NASA, Department of Energy, as well as 5 foreign ranges, United Kingdom, Germany, Sweden, Republic of Korea, and Switzerland.

Primary purpose is to ensure availability of unique serviceable components and subsystems for instrumentation tracking systems, supplies, and specialized maintenance capabilities to meet the needs of participating ranges worldwide.

Ranges use the program to augment their maintenance/obsolescence management issues- contract is not a mandatory source.

Provide responsive logistics and engineering support to include system overhauls and modifications.

Ranges only select the support needed to meet their requirements and fiscal year budgetary constraints.

Program Objectives Maximize operational availability

Cooperative of ranges with compatible missions

Optional, flexible vehicle for system modifications to meet changing mission requirements

Minimize cost to the government Economical sustainment – less costly, more efficient than separate program for each range

Extend the useful operational life of the systems in the program Depot of spare parts support wide variety of systems/users

Currently about 1.4 mil individual stock items

Consumes over 29,000 sq ft of depot/warehouse space

Work Description Cont.

Obsolescence Engineering - Investigate, evaluate, develop, and replace, where applicable, obsolete and non-obtainable parts and components for all supported ITS.

Stock Replenishment - Replenish and/or re-supply depot items as needed and in accordance with attachment.

Technical Studies/Investigations - Resolve technical problems associated with systems listed in Attachment 7 Assists ranges in finding a solution(s) for replacing or upgrading a system.

Approximately 1-3 annually

Pre-Overhaul Survey- On-site survey to determine system overhaul requirements.

Results in a pre-overhaul report and budgetary estimate for overhaul.

Approximately 1-3 annually

Overhauls - Labor only to perform on-site overhaul.

System must be in operational condition prior to overhaul start.

Range provides overhaul RFP package to include system(s), location, preferred timeframe, pre-overhaul survey report, independent Government estimate.

Approximately 3-6 annually

System Modifications - Modification of existing system – can be upgrade, modernization, enhancement of hardware and/or software.

Cannot be used to replace a complete system.

Can be used to replace sub-systems

Approximately 3-8 annually

High-Cost and Routine Material Acquisition, Remanufacture

& Fabrication - Any part, component, or subsystem for Attachment 7 systems including those used to support overhauls; some extended warranties; can be multiple parts at once.

Includes: In-house and vendor repair, fabrication of parts, components, or subsystems, overhaul repairables (bid as part of overhaul).

Approximately 500-700 annually

Engineering & Field Support (Prime and Subcontractor)-

Technical expertise in the form of manweeks intended to assist ranges with instrumentation support.

Wide-ranging, can be used for: repairs, calibrations, alignments, issue identification/resolution with components such as slip rings, antennas, gear boxes, plotters, computer interface/software problems, training.

Approximately 50-200 engineering annually Approximately 1-3 investigations annually Approximately 2-4 field support actions annually

Travel - Covers contractor travel in support of manweeks, pre-overhauls, overhauls, meetings, etc.

Transportation - Covers transportation (i.e., shipping) costs for program activities (material acquisition and repair movement, overhaul kit shipment, etc.).

Other Work Required Program Status Provide through an interactive web page

Available to all ranges and program office

Provides host of information - requisitions, CDRLs, program info, etc.

Jointly conducts semiannual meetings with Program Office To review and provide program status

To provide a forum for Technical Interchange
