About this file
This document is an Attachment F Budget Narrative Template for the Oregon Health Authority's (OHA) Equity and Inclusion (E&I) Division, specifically for Regional Health Equity Coalitions (RHECs). The template provides detailed guidelines for budget preparation, requiring comprehensive documentation of personnel, professional services, partnership investments, equity training resources, supplies, equipment, travel expenses, and indirect costs. The document mandates that grantees demonstrate how proposed budget items directly support capacity building and partnership activities aimed at achieving policy, system, and environment (PSE) changes among Oregon's underrepresented Communities of Color.
The budget narrative template establishes specific requirements for budget allocation, including a minimum of 1.0 FTE for consistent coalition presence, detailed consultant service descriptions, and partnership investment strategies. Indirect costs are capped at 15%, and the document emphasizes the importance of meaningful community engagement through activities like subgrants, mini-grants, and stipends. The template requires grantees to provide thorough justification for each budget line item, position descriptions, consultant details, and explanations of how allocated resources will strengthen community partnerships and advance equity goals.
