About this file

This document is Addendum #3 to Request for Grant Proposals (RFGP) 6118 for the Regional Health Equity Coalition (RHEC) program issued by the Oregon Health Authority (OHA). The grant opportunity seeks to fund a $225,000, 18-month grant for establishing a new Regional Health Equity Coalition in a 2-3 county area covering specific Oregon counties including Clatsop, Columbia, Tillamook, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, Crook, Klamath, Lake, Grant, Harney, Marion, Polk, Yamhill, and Wallowa. The contract will start on January 1, 2025, following a December 15, 2024 award notice, and is open to Federally Recognized Tribes in Oregon or eligible nonprofit organizations.

The grant requires a single full-time dedicated employee (1 FTE) to coordinate coalition efforts, with strict guidelines that this position cannot be split among multiple people or be a contractor. Eligible applicants must have nonprofit status or work with a fiscal sponsor, with an emphasis on policy and system change efforts rather than direct service programming. Fundable expenses include transportation, food, childcare, facility rental, translation, interpreter services, and community engagement incentives. Governmental entities and coordinated care organizations are prohibited from being fiscal sponsors, and the coalition must have a decision-making body representing at least 51% of the target community. Indigenous partners who are not federally recognized can participate, and the program encourages partnerships with local public health authorities.

Request for Grant Proposals (RFGP) 6118

Addendum #3

1. This is Addendum # 3 to Request for Grant Proposals (RFGP) 6118, Regional Health Equity Coalition.

2. In accordance with the RFGA, OHA provides the following questions and answers:

Question 1. We are in the process of securing 501(c)(3) clearance, I would like to confirm: As a nonprofit registered in Multnomah County and not currently an affiliated RHEC, are we eligible to apply for RFGP #6118? Is it necessary to already hold 501(c)(3) recognition or fiscal sponsorship in order to be considered, or would our incorporation and pending status suffice for eligibility?

Answer 1. See Section 3 of the proposal for more details. Each proposer is required to either have a nonprofit status or work with a fiscal sponsor that’s a nonprofit. Proposers must also represent at 2-3 county region. Multnomah county already has Regional Health Equity Coalition (RHEC) representation and therefore entities representing this area are not eligible to apply for this grant.

Eligible applicants include Federally Recognized Tribes in Oregon or coalitions serving a 2– 3 county region in the following counties: Clatsop, Columbia, Crook, Deschutes, Gilliam, Grant, Harney, Jefferson, Klamath, Lake, Marion, Polk, Sherman, Tillamook, Wallowa, Wheeler, or Yamhill.

Question 2. We are an organization transitioning into our own 501c3 by January 2026 how would the award of Dec 15th impact the contract? Can you provide guidance around this circumstance?

Answer 2. Because there are requirements around the types of entities that can submit a proposal, the organization would need to be a 501(c)3 at the time of submitting the proposal. An alternative could be to temporarily work with a fiscal sponsor and plan to transition this in January with them. If the second option was selected it would be important to note this in the proposal for awareness.

Question 3. Can the 1 FTE position be split between 2 people?

Answer 3. No. It must be at minimum one, full-time dedicated person to coordinate and lead coalition efforts. We have tried other models in the past (splitting among multiple people) and it does not work well to fully support the RHEC.

Question 4. Can the 1 FTE position be split between 4 leading organizations that will carry out the work of the coalition?

Answer 4. No, see response above.

RFGA OHA-6118-3 tlh Addendum #3 Page 2 of 4

Question 5. Can the FTE position be a contractor rather than an employee of the backbone organization?

Answer 5. No, the position must be an employee of the backbone organization.

Question 6. If there’s investment that contributes to staff time for partners to be engaged in the coalition? Does that go under the personnel %?

Answer 6. Partnership investments do not count toward personnel expenses. These things are represented on different line items of the budget.

Question 7. Is there a deadline to submit questions?

Answer 7. Yes, questions are due by 5 pm on October 16

Question 8. Can this 1.0 FTE be employed under the fiscal sponsor?

Answer 8. Yes, they need to be employed by the fiscal sponsor as they are the legal entity

Question 9. Could you drop the link for the Application again please? thank you.

Answer 9. Link to proposal: https://oregonbuys.gov/bso/external/bidDetail.sdo?docId=S-44300- 00014987&external=true&parentUrl=close

Question 10. Who’s the contact for questions?

Answer 10. Tammy Hurst at tammy.hurst@odhsoha.oregon.gov

Question 11. Do you have some idea of what activities of the RHEC are NOT allowed under the grant?

Answer 11. Ongoing direct service programming is not typically allowed. The RHECs focus their work on policy and systems change efforts rather than providing direct services to the public.

Question 12. I already saw that there are Attachments D, E And F - required. Question: are there others A, B, and C?

Answer 12. All attachments are found at the end of the Original Proposal, Attachments A through I. The separate documents were added for convenience as B through F need to be completed, the others are for information. Attachments B and C have been added as separate attachments with this amendment.

Question 13. Can a Tribe be the fiscal sponsor of the RHEC, what does the RHEC look like?

Answer 13. This will look different than a non-Tribal RHEC. This will look different depending on the issues you want to address. Are the barriers of the issues you want to address inside the Tribal nation or outside? This will answer your question on who to partner with.

Question 14. Can Local Public Health Authorities (LPHA's) and other public entities be a part of the RHEC's?

Answer 14. We definitely encourage you to partner with LPHAs and other organizations. We do not allow governmental entities or coordinated care organizations (CCOs) to be the fiscal sponsor.

Question 15. Does the 51% apply to Boards of directors of the organizations?

Answer 15. No, because the board of directors are connected to the fiscal sponsor. The RHEC has a decision making body which needs to represent the 51% or more.

Question 16. When it comes to use of funds, does transportation for clients/consumers apply as an acceptable expense?

Answer 16. Absolutely, this is also one of the reasons we want to make sure there is enough money in your budget to support programmatic costs. Please be sure to build these into your budget.

Some things to consider on community engagement are transportation, food, childcare facility rental costs translation, interpreters, etc., be sure to build into your budget.

Question 17. Can funding be used for incentives for community data/input for the needs assessment (i.e gift cards?)

Answer 17. Yes, absolutely. However, there is a required process that is used to track things like, how much, to who, etc… and be sure to include in your budget.

Question 18. What if the indigenous community in your area wants to be involved, and you want them involved, but they are not currently federally recognized but are fighting for recognition and were recognized for 18 months in the past?

Answer 18. They are welcome!! MCHEA is made of 3 coalitions. One being Natives along the Big River

Answer 19. Email at: support.oregonbuys@das.oregon.gov or call at 1-855-800-5046

Answer 20. The initial award is expected to be for $225,000 for 18 months to a RHEC representing a Federally Recognized Tribe in Oregon or a 2-3 county area in the following counties:

Clatsop, Columbia, Tillamook, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, Crook, Klamath, Lake, Grant, Harney, Marion, Polk, Yamhill and Wallowa.

Question 21. If we want to hire some FTE to serve as the leadership rep from our organization. Can that be covered by the grant?

Answer 21. Yes, the requirement is that there must be one fulltime FTE responsible that is solely dedicated to support the RHEC.

Question 22. When the notice of award is made on December 15th when does the contract officially start?

Answer 22. It will start on January 1, 2025.

Question 23. What are the areas that need covered?

Answer 23. Clatsop, Columbia, Tillamook, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, Crook, Klamath, Lake, Grant, Harney, Marion, Polk, Yamhill and Wallowa.

mailto:support.oregonbuys@das.oregon.gov

RFGA OHA-6118-3 tlh Addendum #3 Page 4 of 4

Question 27. We would have to develop a RHEC or a project for those areas.

Answer 27. Yes, this opportunity is for the formation of a RHEC in 2-3 county area that is not currently covered by a RHEC. Clatsop, Columbia, Tillamook, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, Crook, Klamath, Lake, Grant, Harney, Marion, Polk, Yamhill and Wallowa.

Question 28. Can insurance payments be a part of the budget?

Answer 28. If this is a problem for a fiscal sponsor it can be discussed if awarded a grant from this opportunity.

Question 29. Is there a list of project or focal point of what other RHECs have accomplished?

Answer 29. Go to the materials and resources. The Policy and System Changes is a good example of types of work other coalitions are working on. Also there is a link to the map here showing what is not covered.

https://www.oregon.gov/oha/EI/SiteAssets/Pages/RHEC/2024%20Policy%20and%20Sy stems%20Change%20Recommendation%20and%20Priority%20Areas.pdf and https://www.oregon.gov/oha/EI/Pages/RHEC.aspx

Question 30. What if an indigenous partner wants to be involved, however they are not federally recognized at this time.

Answer 30. That is fine, they can be partners of the RHEC, even if they are not considered a “Federally Recognized Tribe” in Oregon. One of the attachments is the budget template, there is a line item for community partnerships and that could go on that line item.

Question 31. We are a grassroots organization, and 51% of our Board of Directors are enrolled members of the Klamath Tribes, as am I. We offer a range of services, including a Mobile Outreach trailer that travels to rural towns in Klamath County to provide harm reduction and seasonal supplies to homeless communities. We also own and operate a sober living house for men, offer peer support, and just completed a three-day cultural class series, including Traditional Brain Tanning Deer Hides, Bear Grass Braiding, Drum Making, Canning classes, and more.

We also partner with OHSU Foot Nurses, OIT, KCC, and a variety of community organizations.

Could you please confirm if our organization meets the criteria for this grant, and if so, could you provide further information on the application process?

Answer 31. See answer #15 regarding the distinction between a board of directors connected to the fiscal sponsor vs. a decision making body that’s connected to the RHEC. Also see answer #24 regarding the focus of RHEC efforts which are more specific to doing policy and systems change work versus direct service programming. There would need to be efforts developed within this group that focuses more on policy and system change rather than providing services.

3. All other terms, provisions, and conditions of this RFP remain unchanged.
