RFB952500-01 Addendum No. 1 - DVA IVC Columbarium and Irrigation System Expansion

This addendum to Request for Bids (RFB) 952500-01 is issued by the State of Iowa Department of Administrative Services (DAS) for the DVA IVC Columbarium and Irrigation System Expansion project located at 34024 Veterans Memorial Drive, Van Meter, Iowa 50003 (DAS Project #9517.00). The project encompasses the expansion of a columbarium structure and associated irrigation system at the Iowa Veterans Cemetery. The scope of work includes construction of new precast columbarium walls with limestone veneers, installation of niche covers with stainless steel rosette hardware, concrete foundations and flatwork, masonry work, storm sewer extension, irrigation system modifications and expansion, landscaping and sod installation, installation of cast iron benches and bronze plaques, and site protection and restoration measures. The pre-bid conference was held on July 16, 2026, from 10:30 AM to 11:30 AM Central Time, with attendees including representatives from DCI Group, Shive Hattery Inc., and the State of Iowa. Bids are due July 30, 2026, at 2:00 PM via the IMPACS Electronic Procurement System, with bid opening scheduled for 3:30 PM the same day. Construction is anticipated to commence in April 2027 with substantial completion targeted for June 2027. The addendum addresses specific clarifications and questions raised during the pre-bid meeting regarding columbarium panel configurations, original equipment suppliers (The Tribute Companies for Walls 7-12 and Koppenberg Enterprises, Inc. for Walls 1-6), stainless steel rosette specifications, irrigation mainline impacts and relocations, concrete wall reinforcement requirements, flashing installation, footing elevations, and limestone jamb materials.

The contract will be executed under ConsensusDocs 802 with bid security required at 5% of the total bid amount. Davis-Bacon prevailing wage requirements apply to this federally-assisted project, with wage rates established for various trades including carpenters ($34.10 hourly rate plus $20.25 fringe), electricians ($44.45 plus $19.40), cement masons/concrete finishers ($29.94 plus $23.35), bricklayers and stonemasons ($36.00 plus $18.69), and other classifications per General Decision Number IA20240064 dated October 4, 2024. The Build America, Buy America Act (BABAA) requirements apply to all iron, steel, manufactured products, and construction materials permanently incorporated into the project, requiring compliance documentation and domestic origin certification from suppliers. Contractors must maintain weekly certified payroll records and submit Statements of Compliance (WH-347 forms) within seven days of pay periods. The apparent low bidder must submit a subcontractor and supplier list within 48 hours of bid opening. The State of Iowa is exempt from state and local sales taxes and will provide niche covers and irrigation system controls; contractors are responsible for all other materials, labor, and site conditions management including temporary facilities, traffic control, erosion control, concrete pumping, dewatering, and final restoration.

Addendum 01 for RFB951700-01

Project Name: DVA IVC Columbarium and Irrigation System Expansion

DAS RFB#: 951700-01

DAS Project #: 9517.00 Date: 7/23/26

Bids Due: July 30th at 2:00 pm

Contents:

• Cover Page, Clarifications and Questions (3 pages)

• Pre-Bid meeting minutes and sign in sheet (8 pages)

• Specification Section 00 0700 - Davis Bacon Prevailing Wage & Related Acts (23 pages)

• Specification Section 01 6001 – Product Requirements Build America, Buy America Act (BABAA) (9 pages)

Clarifications:

• None at this time.

Questions:

• On page A101 detail B4 show a elevation view on a typical side of a columbarium wall. The length of niches of each wall is 36 niches long. I just wanted to make sure that it would be possible to use 4 units that would have the configuration of 5 niches high and 9 niches long, which would be 36 niches long.

o It is permissible to utilize multiple smaller precast columbarium panels to achieve the required wall length. Panels may be configured as 5 niches high by 9 niches long, resulting in four panels for a typical 36-niche-long wall, or 5 niches high by 6 niches long, resulting in 6 panels for a typical 36-niche-long wall, subject to compliance with the Contract Documents. The Contractor shall provide and install backer rod and sealant at all vertical precast panel joints in accordance with the manufacturer's recommendations and project specifications. The Contractor is responsible for coordinating and accommodating any dimensional impacts associated with the use of additional panel joints and shall ensure that the overall wall dimensions, niche layout, and alignment remain consistent with the design intent. The layout of metal signage and niche numbering may require adjustment during the shop drawing process to coordinate with final limestone and precast panel joint locations. Any such adjustments shall maintain the overall design intent and be submitted for review and approval.

• Do you know who provided the precast columbarium units on the original phase of this project area? We just want to be sure we don’t leave the original supplier out of our invites as they should understand how to build the precast units.

o The Tribute Companies, 352 Cottonwood Ave., Hartland, WI, 53029 for Walls 7-12 and Koppenberg Enterprises, Inc. Monroe, WA, provided the precast columbaria niches for walls 1-6 at the Veterans Cemetery.

• Is there a spec on the stainless rosettes for the niche covers? I’m assuming these need to exactly match the existing rosettes.

o Niche cover attachment hardware shall meet the requirements of the VA National Cemetery Administration’s standard for stainless-steel rosette, mounting brackets, and bolts for complete attachment of the niche covers to the precast columbarium units. The rosettes are to be ASTM Type 316 stainless steel sheet goods, 2.7mm thick. Die stamp, producing an eight-petal flower pattern as shown on drawings, 25 mm (one-inch) diameter with slight convex; center hole of 5.5 mm (0.218"), concentric to outer edge, with shoulder recess of 10 mm (0.400") in diameter and 1mm (0.035") in depth. Rosettes shall match existing in place at the site in color, finish, and design.

• What should be done with the existing irrigation mainlines that are anticipated to be impacted by construction?

o Contractor should anticipate that the existing N-S irrigation mainline on the east edge of the existing columbarium walls will be impacted by the project. Contractor should include removal and replacement of the existing 2” mainline piping and salvage and/or replace all existing isolation vales, electric valves, quick coupler valves, control wires, grounds and associated irrigation system as required by construction. This work includes reconnection of all existing lateral lines and associated control wiring.

• What should be done with the existing irrigation mainlines that is anticipated to be impacted by extension of the storm sewer?

o Contractor should anticipate that a portion of the south irrigation mainline and lateral line connections on the southeast edge of the existing columbarium walls will be impacted by the proposed storm sewer extension. Contractor should include removal and replacement of the existing 2” mainline piping and salvage and/or replace all existing isolation vales, electric valves, quick coupler valves, control wires, grounds and associated irrigation system as required by construction. This includes all lateral line connections and existing sprinkler heads which may be impacted by construction.

• Should sleeves be utilized in locations where irrigation will be under paving?

o Contractor shall install minimum 4” sleeves in all locations where irrigation piping will be located under paving. The two (2) existing sleeves long the east edge of the existing columbarium walls shall be extended under the proposed sidewalk widening areas.

• C3 / A101 calls out 8" CMU but does not provide the vertical reinforcing requirements. Please provide this information so that we can provide a proper bid.

o Provide and install #5 vertical reinforcing bars at 24 inches on center in fully grouted CMU cells.

• While flashing is called out in the spec's, it is not shown on A101. Please verify what will be required.

o Provide flashing at the top of all CMU walls. Install flashing continuously beneath the limestone cap and extend it through the wall thickness to direct any moisture to the exterior, preventing water intrusion into the CMU wall cavity.

• Please confirm the elevation of the footing under the end cap walls. All we know for certain at this time is that the limestone is to extend a minimum of 6" below grade while the bottom of the columbarium should be kept 6" above grade. This does not provide definitive information on the overall height of the end cap wall.

o Per Sheet C201, the top of concrete elevation is 981.16. The bottom of the columbarium is to be maintained 6 inches above the top of concrete, resulting in an elevation of 981.66. The limestone is required to extend a minimum of 6 inches below grade; therefore, the bottom of the limestone shall be at an elevation of

980.66 or lower.

• A4 and B4 show the extent of the columbarium footing apparently extending into the back of the stone on the end cap walls. Please clarify the proper extents / locations of the respective systems here.

o Provide a footing ledge that allows the limestone to bear directly on the foundation.

Maintain all required elevations, dimensions, and structural support of the limestone assembly. Provide sufficient limestone thickness and anchorage, as required, to ensure durability and prevent cracking, spalling, or other premature damage. Start #4 rebar stirrup minimum 1’-6” from edge of footing to provide ample coverage from the ledge.

• We just noticed the cast stone jambs called out in C3 / A101. This material is not included in the masonry specifications – please provide this information ASAP.

o The cast stone jambs indicated at Detail C3/A101 shall be limestone, not cast stone. Provide limestone jambs in accordance with the requirements shown on the drawings.

PROJECT 9517.00 DAVIS BACON PREVAILING WAGE & RELATED ACTS 00 7000 - 1

Section 00 0700

DAVIS BACON PREVAILING WAGE AND RELATED ACTS

Trade Contractors and Subcontractors will be required to comply with prevailing labor rate requirements for this project (Davis-Bacon and Related Acts (40 USC §276a; 29 CFR Parts 1, 3, 5, 6 and 7) Trade Contractor is responsible to understand all requirements related to Davis-Bacon and Related Acts. Information provided in this section is for general guidance only.

The Davis-Bacon and Related Acts (DBRA) are administered by the Wage and Hour Division.

These Acts apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works.

Basic Provisions/Requirements

The Davis-Bacon Act requires that all contractors and subcontractors performing on federal contracts (and contractors or subcontractors performing on federally assisted contracts under the related Acts) in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits listed in the contract’s Davis-Bacon wage determination for corresponding classes of laborers and mechanics employed on similar projects in the area. Davis-Bacon labor standards clauses must be included in covered contracts.

Apprentices may be employed at less than predetermined rates if they are in an apprenticeship program registered with the Department of Labor or with a state apprenticeship agency recognized by the Department. Trainees may be employed at less than predetermined rates if they are in a training program certified by the Department.

Contractors and subcontractors on prime contracts in excess of $100,000 are required, pursuant to the Contract Work Hours and Safety Standards Act, to pay employees one and one-half times their basic rates of pay for all hours over 40 worked on covered contract work in a workweek. Covered contractors and subcontractors are also required to pay employees weekly and to submit weekly certified payroll records to the contracting agency.

Employee Rights

The Davis-Bacon and Related Acts provide laborers and mechanics on covered federally financed or assisted construction contracts the right to receive at least the locally prevailing wage rate and fringe benefits, as determined by the Department of Labor, for the type of work performed. The Wage and Hour Division and respective federal contracting agencies accept complaints of alleged Davis-Bacon violations.

All Trade Contractors are responsible for ensuring they use the most current rates as applicable in their respective bid(s).

Under the DBRA, covered contractors must maintain payroll and basic records for all laborers and mechanics during the course of the work and for a period of three years thereafter.

Records to be maintained include:

• Name, address, and Social Security number of each employee

• Each employee's work classifications

• Hourly rates of pay, including rates of contributions or costs anticipated for fringe benefits or their cash equivalents

encouraged, but voluntary. Contractors and others may use the WD-10 Form, Report of Construction Contractor’s Wage Rates.

Penalties/Sanctions

Contractors or subcontractors found to have disregarded their obligations to employees, or to have committed aggravated or willful violations while performing work on Davis-Bacon covered projects, may be subject to contract termination and debarment from future contracts for up to three years. In addition, contract payments may be withheld in sufficient amounts to satisfy liabilities for unpaid wages and liquidated damages that result from overtime violations of the Contract Work Hours and Safety Standards Act (CWHSSA).

Contractors and subcontractors may challenge determinations of violations and debarment before an Administrative Law Judge. Contractors and subcontractors may appeal decisions by Administrative Law Judge's with the Department's Administrative Review Board. Final Board determinations on violations may be appealed to and are enforceable through the federal courts.

Falsification of certified payroll records or the required kickback of wages may subject a contractor or subcontractor to civil or criminal prosecution, the penalty for which may be fines and/or imprisonment.

minimum wage requirements of Executive Order 14026 are not currently being enforced as to any contract or subcontract to which the states of Texas, Louisiana, or Mississippi, including their agencies, are a party.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. PROJECT 9517.00 DAVIS BACON PREVAILING WAGE & RELATED ACTS 00 7000 - 17

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or

PROJECT 9517.00 DAVIS BACON PREVAILING WAGE & RELATED ACTS 00 7000 - 18

""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all

PROJECT 9517.00 DAVIS BACON PREVAILING WAGE & RELATED ACTS 00 7000 - 19

rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date

PROJECT 9517.00 DAVIS BACON PREVAILING WAGE & RELATED ACTS 00 7000 - 20

for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

State Adopted Rate Identifiers

Classifications listed under the ""SA"" identifier indicate that the prevailing wage rate set by a state (or local) government was adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007

01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

01/03/2024 reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
