About this file
This is a comprehensive construction drawings package for the DOM-IT Jessie Parker South Building Renovation project in Des Moines, Iowa, prepared by the Department of Administrative Services. The project consists of Level 2 alterations to an existing 2-story reinforced concrete framed building with basement, involving renovation of office spaces, conference rooms, restrooms, and support areas across the lower level, Level 1, and Level 2. The building is classified as Type III-A construction with B occupancy (business), totaling approximately 53,729 square feet with a maximum building height of 25'-9" and 2 stories plus basement. The renovation includes demolition of existing walls, flooring, ceilings, and MEP systems; installation of new finishes including carpet tile and LVP flooring, gypsum board walls, acoustic ceiling tiles, and paint; modernization of HVAC systems with refurbishment of existing VAV boxes; replacement of plumbing fixtures including lavatories, sinks, and water closets; and complete electrical system upgrades including lighting, power distribution, fire alarm, and data/communications infrastructure.
The construction documents are 100% complete as of April 10, 2026, prepared by Substance Architecture (architecture) and IMEG Corp. (MEP engineering), with professional engineer licenses for mechanical, electrical, and plumbing work included. The project applies the 2024 International Building Code, 2024 International Existing Building Code, 2012 IECC, and state-specific mechanical, plumbing, and electrical codes. Total occupant load calculations indicate 475 persons across all levels (Lower: 96, Level 1: 413 including assembly spaces, Level 2: 86). The drawings establish strict compliance with accessibility requirements per ADA standards, fire-resistance ratings for walls and shafts, plumbing fixture requirements per code calculations, and HVAC specifications including ductwork sizing and control sequences. Phased construction is planned with Phase 1 prioritizing completion of the southeast corner to allow tenant occupancy while work continues in other areas, requiring coordination between demolition and new construction activities.

FIRE WALL (# OF DIAMONDS INDICATES HOURS OF FIRE RESISTANCE), IBC 706
A fire-resistance-rated wall having protected openings, which restricts the spread of fire and extends continuously from the foundation to or through the roof, with sufficient structural stability under fire conditions to allow collapse of construction on either side without collapse of the wall.
FIRE BARRIER (# OF DIAMONDS INDICATES HOURS OF FIRE RESISTANCE), IBC
A fire-resistance-rated wall assembly of materials designed to restrict the spread of fire in which continuity is maintained.
FIRE PARTITION (# OF DIAMONDS INDICATES HOURS OF FIRE RESISTANCE), IBC
A vertical assembly of materials designed to restrict the spread of fire in which openings are protected.
SMOKE PARTITION, IBC 710
A non-fire-resistance-rated partition designed to limit the movement of smoke, which extends from the top of the foundation or floor below to the underside of the floor or roof sheathing, deck or slab above, or to the underside of the ceiling above where the ceiling membrane is constructed to limit the trasfer of smoke.
