DOM-IT Jessie Parker South Renovation – Addendum #02

This document is Addendum #02 issued by the Iowa Department of Administrative Services (DAS) for Request for Bid (RFB) #951800-01, dated April 24, 2026, modifying the original project documents for the DOM-IT Jessie Parker South Renovation located at 510 East 12th Street, Des Moines, Iowa. The addendum introduces two new project alternates and incorporates a comprehensive sound masking system specification into the bid packages. Addendum #02 consists of three pages of modifications, meeting minutes from the April 22, 2026 pre-bid meeting, meeting sign-in sheets, revised bid forms, updated contract summary documentation, a complete sound masking systems specification (Section 27 5119), and revised architectural and sound masking drawing sheets (G0.00, A0.80, A0.81, A0.82, A1.00, A1.01, A1.02, SM200, SM201, SM202, SM400, and SM500). The bid submission deadline was April 30, 2026 at 2:00 PM via the IMPACS Electronic Procurement System, with virtual bid opening scheduled for 3:30 PM the same day. The addendum establishes Alternate #02 for corner guard replacement across all three project levels and Alternate #03 for a complete above-ceiling sound masking system installation including emitters, cabling, control equipment, programming, three hours minimum of owner training, and one post-occupancy adjustment visit. The project remains divided into four base bid packages (General Construction, Flooring, Electrical/Low Voltage/Fire Alarm, and Mechanical/Plumbing) with construction commencing June 2, 2026, and substantial completion targeted for October 7, 2026, including a Phase 1 occupancy milestone of August 28, 2026 for the southeast corner of Level 1.

The base electrical scope carries an estimated budget of $239,005.30 according to Q&A documentation included in the addendum. All contractors must acknowledge receipt of Addendum #02 on their bid forms and submit 5% bid security with their proposals. The sound masking specification requires contractors to provide a factory-authorized service company with ten years of experience and calibrated acoustic testing equipment (Type I or II microphone), conduct system commissioning with specified sound pressure levels not exceeding 48 dBA in occupied spaces, provide detailed submittals including equipment schedules and site-specific drawings, and deliver comprehensive training and warranty documentation. The specification emphasizes that the sound masking system operates continuously 24/7 at preset levels with no remote controls or owner adjustments permitted and mandates a "Quiet Day" commissioning event coordinated with IMEG Consulting Corporation for final acoustic verification. Drawing revisions add corner guard locations and replacement notes across demolition plans and floor plans for all three levels, with corner guards specified as 4 feet in height with color to be determined. The addendum supersedes all previous documents and is made part of the binding contract upon bid acceptance, with contractors required to comply with all modifications and incorporate the sound masking scope as either base work or selected alternates into their project delivery.

Questions

4.1 1 Questions Open

Description Submit all questions in writing to construction.procurement@iowa.gov.

On Sheets M201 and M202 there are several notes regarding VAV Box refurbishment. In our review of these items, in our opinion, what a mechanical contractor would have to include to “cover themselves” on materials and labor to cover these refurbishment tasks would exceed the cost of simply removing the existing VAV Box, providing a new replacement, removing the Siemens Controller from the existing box and reinstalling on new box, and reconnecting to ductwork , and you will still have a used but refurbished VAV Box, versus a clean start for a new box

Official Documented Meeting Minutes o The mechanical (VAV) questions was discussed. This note will be getting pulled back and no additional work will be getting completed on the VAVs. Additional information will be coming on the following Addendum (Addendum #3).

These meeting minutes are believed to be an accurate reflection of those items discussed and the conclusions that were reached during the referenced meeting.

Please contact State of Iowa - Department of Administrative Services if there are any discrepancies or questions with the content of these minutes.
