DOM-IT Jessie Parker South Renovation - Addendum #03

This document is Addendum #03 issued on April 28, 2026, by the Iowa Department of Administrative Services for the DOM-IT Jessie Parker South Renovation project located at the Jessie Parker Building, 510 East 12th Street, Des Moines, Iowa. The addendum modifies and clarifies the original project drawings and specifications for a comprehensive renovation of approximately 53,729 square feet across a basement, Level 1, and Level 2 of an existing reinforced concrete framed building. The scope includes demolition and replacement of walls, flooring, ceilings, and mechanical, electrical, and plumbing systems. Addendum #03 replaces six specification sections (Table of Contents, Joint Sealants, Acoustical Ceilings, Tile Carpeting, Wall and Door Protection, and Window Shades) and revises fifteen architectural and mechanical/electrical drawing sheets to incorporate design clarifications and corrections identified through requests for information (RFI-2). Notable changes include removal of a bulkhead in Open Office/JS106, correction of graphic issues for glass walls, addition of existing floor drain details with instructions to replace caps and fill with leveler to be flush with floor surfaces, revision of VAV refurbishment notes to evaluation notes, and addition of door rough-in details for access control systems. The original bid deadline was April 30, 2026, at 2:00 PM with virtual bid opening at 3:30 PM via Google Meet. Construction is scheduled to commence on May 8, 2026, with substantial completion targeted for October 7, 2026.

The flooring package budget is estimated at $249,499.75. The project is divided into four separate bid packages: General Construction (BP 01), Flooring (BP 02), Electrical/Low Voltage/Fire Alarm (BP 03), and Mechanical/Plumbing (BP 04), with one additive alternate for thermostat replacement. Bidders are required to submit bid security equal to 5% of the total bid amount and must provide performance and payment bonds upon contract award. The contract will be executed on a ConsensusDOCS 802 form with modifications, and work must be coordinated through the Construction Manager, DCI Group. All work must comply with the 2024 International Building Code, 2024 International Existing Building Code, 2012 IECC, Iowa State Building Code, and applicable federal, state, and local regulations. The project is not subject to Davis-Bacon wage requirements, and work is exempt from Iowa sales tax. Contractors must maintain on-site supervision, provide daily cleanup, comply with Capitol Complex security procedures including background checks for personnel, and adhere to strict indoor air quality maintenance protocols for occupied facility construction. No specific contract award value is stated; however, the scope and complexity of the multi-phase, five-month renovation project with extensive MEP upgrades suggests a substantial contract value.
