About this file
This is Addendum #01 to Request for Bid (RFB) #951800-01 issued by the Iowa Department of Administrative Services for the DOM-IT Jessie Parker South Renovation project (DAS Project 9518.00), dated April 21, 2026. The addendum modifies the original project drawings and specifications for the comprehensive renovation of the Jessie Parker Building located at 510 East 12th Street, Des Moines, Iowa. The project encompasses approximately 53,729 square feet across the lower level, Level 1, and Level 2, involving demolition and replacement of existing walls, flooring, ceilings, and mechanical, electrical, and plumbing (MEP) systems. The work is divided into four separate bid packages: General Construction (BP 01), Flooring (BP 02), Electrical/Low Voltage/Fire Alarm (BP 03), and Mechanical/Plumbing (BP 04). The original bid deadline was 2:00 PM on April 30, 2026, with virtual bid opening scheduled for 3:30 PM via Google Meet. An optional pre-bid meeting was held on April 22, 2026, at 9:00 AM at the project site, with a Microsoft Teams option available for remote participation. Construction is anticipated to commence on May 8, 2026, with Phase 1 scheduled for occupancy by August 28, 2026, and substantial completion of the entire project targeted for October 7, 2026.
Addendum #01 comprises 80 pages and includes seven pages of general changes to specifications, revised specification sections for Architectural Wood Casework (Section 06 4100) and Acoustical Ceilings (Section 09 5100), nine revised drawing sheets, and a Questions and Answers section. Significant modifications include clarifications on contractor responsibilities for dumpster services, temporary sanitary services, signage, finish protection, temporary partitions for Phase 1 turnover, and all penetrations created during demolition or installation. The addendum details specific responsibilities for each bid package, including casework and hardware installation, flooring removal and preparation, electrical panel schedules, core drilling coordination, mechanical and plumbing scope expansions including VAV box refurbishment, fire alarm system work, and testing and balancing participation. Bidders are required to acknowledge receipt of this addendum by noting its number and date on the Bid Form. The document does not specify a contract award value or pricing structure but establishes that bid security equal to 5% of the total bid amount and performance and payment bonds upon contract award are required. Work must comply with the 2024 International Building Code, 2024 International Existing Building Code, 2012 IECC, Iowa State Building Code, and all applicable federal, state, and local regulations, with strict adherence to fire-resistance ratings and ADA accessibility standards throughout the project.

Questions and Answers:
Q1. I wasn’t able to find the specific item needed for ACT-1.
• Can you confirm the type of tile needed for ACT-1?
• Can you confirm that USG is an approved manufacturer for base bid?
2.04.B specifies that steel grid with a steel cap is needed.
2.04.B.5.b lists USG ZXLA, which is a zinc-coated aluminum-capped grid that does not match the description in the specification.
This item comes at a higher price point and is usually seen in laboratories, parking garages, and high-humidity environments.
• Can you confirm what type of suspension system is needed?
A1. This has been addressed in the addendum.
Q2. On Sheets M201 and M202 there are several notes regarding VAV Box refurbishment. In our review of these items, in our opinion, what a mechanical contractor would have to include to “cover themselves” on materials and labor to cover these refurbishment tasks would exceed the cost of simply removing the existing VAV Box, providing a new replacement, removing the Siemens Controller from the existing box and reinstalling on new box, and reconnecting to ductwork , and you will still have a used but refurbished VAV Box, versus a clean start for a new box.
A2. This will be addressed via the forthcoming Addendum.
