About this file
This is a Project Manual for the HSS ANK IMEO Expansion & Renovation project administered by the Iowa Department of Administrative Services, prepared by professional architecture and engineering firms including OPN Architects and multiple engineering disciplines. The project encompasses comprehensive expansion and renovation of the Health and Safety Services Ankeny Imaging Equipment Medical Examiners Office facility located at 2250 S Ankeny Boulevard, Ankeny, Iowa. The scope of work includes extensive HVAC systems (heating, ventilation, air conditioning), plumbing infrastructure, fire suppression systems, electrical systems, ductwork, insulation, controls systems, water treatment, and hydronic piping installations. The project manual details specifications across 31 divisions covering procurement requirements, general construction standards, site preparation, structural work, exterior improvements, utilities, fire suppression, plumbing fixtures, HVAC equipment, and electronic systems. The Request for Bid number RFB 942900-01 establishes the project framework, with the professional design team consisting of architect Terry Gebard (Registration No. 05219, expiring June 30, 2026), structural engineer Erik Raker (Registration No. 17922, expiring December 31, 2025), civil engineer Justin F. Strom (Registration No. P24140, expiring December 31, 2026), mechanical engineer Chad Bass (Registration No. 21397, expiring December 31, 2025), and electrical engineer Eric Heynen (Registration No. P24706, expiring December 31, 2025). The project date is November 14, 2025, with construction management provided by The Weitz Company of Des Moines.
The manual specifies detailed technical requirements for all building systems including VAV (variable air volume) HVAC systems with energy recovery, direct digital control (DDC) systems with BACnet-compliant controllers, comprehensive water treatment systems for both closed and open-loop hydronic circuits, wet-pipe sprinkler systems designed for ordinary hazard classifications, and metal ductwork constructed to SMACNA standards with acoustic liner where required. Building control systems must be provided by Siemens Des Moines with FOX/Niagara 4 architecture and BACnet IP/MS/TP communications protocols, requiring two full-time onsite technical representatives for programming and commissioning through project completion. Water treatment is specified through Global Water Technology Inc. with maintenance service extending one year from Substantial Completion. All electrical and control components must comply with NFPA 70, UL standards, and local code requirements. The specification includes extensive requirements for testing, adjusting, and balancing (TAB) of HVAC systems with performance tolerances of plus or minus 10 percent for air and water flow rates, mandatory calibration of all sensors and control devices, and functional testing of all building automation system features. Commissioning activities are required to verify system operation through prefunctional checklists and comprehensive functional testing protocols prior to owner acceptance and occupancy.
