About this file
Summary
This is a Contractor's Bid Schedule and Signature Pages document issued by the New Hampshire Department of Environmental Services, New Hampshire Geological Survey, for the 2026 Bedrock Monitoring Well Installation Project. The procurement seeks contractors to install eight bedrock monitoring wells at designated locations in Bath, Concord, Errol, Exeter, Franklin, Lebanon, Lyndeborough, and Walpole. Contractors must submit sealed bids with unit prices for all specified line items and must bid on a minimum of four of the eight sites to be considered for award. Proposals are due by 2:30 PM on May 7, 2026, with public bid opening the same day. The contract completion deadline is September 30, 2027. Work is expected to commence upon issuance of a Notice to Proceed. The bid schedule includes 18 pay items comprising pre-job virtual meetings, mobilization and demobilization to each site, site preparation and restoration (both standard and hourly-based), overburden drilling, bedrock socket drilling, bedrock drilling at varying borehole diameters, steel casing installation, cement grouting, locking caps, and drilling spoil haulage. Site-specific scopes of work outline varying quantities for each pay item based on anticipated drilling depths and site conditions, with total drilling depths ranging from approximately 500 to 600 feet across the eight locations.
Bidders must provide unit prices in dollars for all line items, which will be multiplied by the quantities specified for each site to calculate total bid amounts. The document requires contractor certification regarding non-debarment status and compliance with federal competitive bidding requirements under Title 23 USC, Section 112(c). Contractors must also certify that no collusion or restraint of competitive bidding has occurred. The bid schedule requires signatures from the bidder and identification of firm principals, officers, or organizational members. Qualified contractors must hold a current water well contractor license from the New Hampshire Water Well Board and perform at least 75 percent of work with their own forces, with subcontracting limited to 25 percent. Additional bid requirements include certificates of insurance for Commercial Liability (minimum $1,000,000 per occurrence and $2,000,000 aggregate) and Workers' Compensation, a notarized Certificate of Authority, and a current Certificate of Good Standing from the New Hampshire Secretary of State. Awards will be made to the lowest responsive and responsible bidder(s) within 30 calendar days of bid opening, subject to Governor and Executive Council approval.
