About this file

This document is a Questions and Answers file for RFB #23-BM09 issued by the City of Sun Prairie, Wisconsin for the replacement of heat pumps at City Hall. The City seeks bids for replacing 21 water source heat pumps throughout the facility with Carrier 50PCH or equivalent units featuring MERV 13 filtration, electronically commutated motors, and compatibility with the new Tridium Niagara Automation System controls. The project encompasses heat pump replacement on three floors (basement, first floor, and second floor) of City Hall, along with replacement of diffusers, grilles, and ductwork cleaning under alternate bid options. Installation of 2 CRAC units in the computer room for redundancy is also included. The City has established a deadline of November 1, 2023 for new units to be operational to prevent service disruptions during the heating season, with some flexibility allowed for equipment lead times. Limited staging space is available on the second floor, and an elevator is accessible for use across all three floors. The questions and answers document provides clarification on control system specifications, electrical requirements, equipment locations, and installer responsibilities.

The awarded contractor will be responsible for integrating all replacement units into the new BAS system, completing all electrical and installation work, moving and protecting furniture and equipment in work areas, and ensuring proper coordination with building maintenance and IT departments. The existing HVAC system operates on water loops at 140°F for the primary boiler and 80°F for the heat pump loop, with the new system including a 1,000,000 BTU Ajax boiler. The project involves replacing units of varying capacities ranging from 1.5 to 6 tons across the three floors and includes alternate bids for diffuser replacement, duct cleaning, spray foam insulation (Class 1 fire-rated closed cell with R6+ value) on the second floor perimeter, and computer room CRAC unit specifications. No specific pricing, set-asides, or incumbent information is provided in the questions and answers document.
