About this file
This Request for Bids (RFB) document is issued by the City of Madison, Wisconsin, through the Madison Water Utility, soliciting bids for the 2025 Reservoir Repainting project. The project involves the interior and exterior repainting of two municipal water storage reservoirs located in Madison: Reservoir 20, a 4.2-million-gallon steel ground-level standpipe at 2829 Prairie Hill Road (last painted in 2000), and Reservoir 225, a 500,000-gallon spheroid elevated tank at 435 Milky Way (original coatings from 2000 construction). The base bid covers only Reservoir 20, while improvements to Reservoir 225 constitute a supplemental bid that may be awarded at the City's discretion if the combined project cost remains within budget. Scope of work includes removing existing coatings with lead abatement procedures, applying approved paint systems, installing new overflow pipe systems, replacing cathodic protection systems, installing fall protection equipment, and replacing roof vents. A mandatory pre-bid virtual meeting is scheduled for December 2, 2025, at 2:00 PM CST, with questions due by December 4, 2025, and answers posted December 10, 2025. Sealed electronic bids are due by December 17, 2025, at 2:00 PM CST. Bidders must be prequalified, demonstrating successful completion of at least ten tank painting projects on tanks smaller than 1,000,000 gallons or five projects on larger tanks within the past five years. Work is anticipated to begin in spring 2026 and be completed by October 30, 2026, with Reservoir 20 requiring a maximum 90-calendar-day consecutive outage and Reservoir 225 requiring a maximum 60-calendar-day consecutive outage.
The contract includes three cash allowances: $20,000 for exterior cathodic protection equipment, $5,000 for interior wet pit filling repairs, and $10,000 for structural engineering evaluation. Liquidated damages apply if milestone outage durations are exceeded, with daily work hours restricted to 7:00 AM to 7:00 PM (City assessment of $1,000 per occurrence for violations). The project is subject to Wisconsin Department of Natural Resources (WDNR) Construction Permit requirements, OSHA compliance, and comprehensive environmental regulations including lead abatement and waste disposal protocols. Bidders must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Workers' Compensation insurance as required by Wisconsin statute, and Professional Liability insurance of $1,000,000. The City is exempt from federal excise taxes and Wisconsin sales taxes. All bids must comply with City affirmative action ordinances; contractors employing 15 or more employees with aggregate annual business of $50,000 or more must file an approved Affirmative Action Plan within 30 days of contract effective date and before payment release. Award will be made to the lowest responsible, responsive bidder meeting prequalification and specification requirements. The project is funded through the City of Madison's water utility budget.

2.3 Qualification Requirements
Prequalification of Bidders:
A. Coating projects require competent, financially solvent Contractors who complete projects on time. These projects deal with the health and safety of the public, have a short availability time, and is dangerous work; therefore, the City will only consider prequalified Contractors. Bidders not prequalified may be considered non-responsive and bids may not be opened.
B. Requirements for prequalification are:
1. On tanks of 1,000,000 gallons or smaller, successful completion of at least ten projects of like or larger size in the last five years. On tanks larger than 1,000,000 gallons, five projects of like size shall have been successfully completed in the last five years.
2. All projects listed by a Bidder shall have been completed by that bidder under the company name in which he will be bidding this project. If the Bidder has completed the project(s) under a different company name, then the name under which the project(s) was completed shall be noted.
C. Engineer will review submitted data to determine if Bidder meets prequalification requirements.
QP1 or QP2 certification by Society of Protective Coatings (SSPC) is an alternate method of prequalification, except for the experience list. Any information found to be false or incorrect may be ample reason for disqualification.
D. Bidders must provide a complete equipment list and a list of manpower, including work experience and the contractor(s) for whom they have worked. From this information, an evaluation and recommendation will be made by Engineer regarding project size, equipment, manpower available, and foreman’s experience. A determination will then be made by the Owner as to whether the Bidder is qualified to perform the Project.
E. Any prequalified Contractor (by Engineer or SSPC) who has pending litigation against him for work not completed on a project or for failed work on a project may be subject to disqualification.
F. In addition, the Owner may make further investigations into the Bidder’s prequalification, including compliance with human resource programs, as well as OSHA and environmental histories. The Owner also may review elements of the prequalification and determine if experience is generic to and specific to the project. Furnish the Owner information, data, or certifications requested.
Disqualification of Bidders:
A. Prequalification status may be nullified if a Bidder is disqualified or by other means rejected from bidding in a state or subdivision of a state, or by the federal government.
B. By submitting his bid, the Bidder certifies that he is not currently disqualified or rejected from submitting bids in the state or political subdivision of the state where the project is located.

CONTRACTOR may make claim under the provisions of Sections 104.3 and 110.7 of the General Conditions should CONTRACTOR feel a price or time adjustment is justified.
N. Any additional costs incurred because of failure of CONTRACTOR to report the condition of any and all existing services and Underground Facility encountered shall be paid for by
CONTRACTOR.
O. Whenever ENGINEER feels it is necessary to explore and excavate to determine the location of existing services and Underground Facilities, CONTRACTOR shall make explorations and excavations for such purposes.
