About this file

This is Addendum 2 to Request for Bids 14083-0-2025-BG issued by the City of Madison Water Utility for the 2025 Reservoir Painting project. The addendum, dated December 11, 2025, modifies and clarifies specifications for the comprehensive painting and restoration of two municipal water storage reservoirs: Reservoir 20 (4.2-million-gallon steel ground-level standpipe) and Reservoir 225 (500,000-gallon spheroid elevated tank). Key specification changes include restricting contractor working days to Monday through Saturday unless written approval from the Engineer is obtained, with no work permitted on holidays without written authorization. The surface preparation requirements have been revised to specify high-pressure washing of the interior dry stem and base cone at a minimum of 2,000 psi, with platforms to be abrasive blasted on both sides. Additionally, the addendum confirms that safety climb systems and brackets must comply with DBI/SALA LAD-SAF systems as specified in Section 05 50 00. Sealed electronic bids were due December 17, 2025, at 2:00 PM CST, with work anticipated to begin in spring 2026 and completion targeted for October 30, 2026.

Bidders were required to acknowledge receipt of all addenda on Form B, with failure to do so potentially resulting in disqualification. The project includes three cash allowances totaling $35,000: $20,000 for exterior cathodic protection equipment, $5,000 for interior wet pit filling repairs, and $10,000 for structural engineering evaluation. Contractors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Workers' Compensation insurance, and Professional Liability insurance of $1,000,000. The project is funded through the City of Madison's water utility budget and will be awarded to the lowest responsible, responsive bidder meeting all prequalification and specification requirements. Contractors employing 15 or more employees with aggregate annual business of $50,000 or more must file an approved Affirmative Action Plan within 30 days of the contract effective date. Daily work hours are restricted to 7:00 AM to 7:00 PM, with liquidated damages assessed for exceeding milestone outage durations. The project is subject to Wisconsin Department of Natural Resources Construction Permit requirements, OSHA compliance, and comprehensive environmental regulations including lead abatement and waste disposal protocols.
