About this file

This is a City of Madison Finance Department Bid Award Recommendation document for the Water Utility's 2025 Reservoir Painting Project. The project encompasses the interior and exterior repainting of two municipal water storage reservoirs—Reservoir 20 (a 4.2-million-gallon steel ground-level standpipe) and Reservoir 225 (a 500,000-gallon spheroid elevated tank)—along with associated modifications including lead abatement procedures, new paint system applications, overflow pipe system installation, cathodic protection system replacement, fall protection equipment installation, and roof vent replacement. Work is anticipated to begin in spring 2026 and be completed by October 30, 2026, with all activities contained within the 2026 calendar year. A mandatory pre-bid virtual meeting was held on December 2, 2025, with sealed electronic bids due December 17, 2025. No contract renewals are anticipated. Six bids were received, with Maguire Iron, Inc. recommended for award based on the base bid only.

The base bid award amount is $1,190,000, with total potential contract authorization up to $1,300,000 to accommodate approved construction change orders for unforeseen conditions related to maintenance on the existing Water Utility reservoir facility. The contract does not include price adjustment terms. The City of Madison Water Utility has allocated $1,300,000 from its operating budget for the current year commitment, with $1,600,000 in current budget available. The project is funded through the City of Madison's water utility budget and is identified under Project Number 15851-86. The procurement required bidder prequalification demonstrating successful completion of at least ten tank painting projects on tanks smaller than 1,000,000 gallons or five projects on larger tanks within the past five years. Insurance requirements include Commercial General Liability coverage of at least $1,000,000 per occurrence and Professional Liability insurance of $1,000,000. The project includes three cash allowances: $20,000 for exterior cathodic protection equipment, $5,000 for interior wet pit filling repairs, and $10,000 for structural engineering evaluation.
