About this file
This addendum document, issued by the City of Madison Water Utility's Finance Department and Purchasing Services on December 10, 2025, provides responses to 21 bidder questions and clarifications for Request for Bids #14083-0-2025-BG for the 2025 Reservoir Painting project. The project involves comprehensive painting and restoration of two municipal water storage reservoirs: Reservoir 20 (4.2-million-gallon steel ground-level standpipe with an estimated cost of $1,737,000) and Reservoir 225 (500,000-gallon spheroid elevated tank with an estimated cost of $607,000). Work scope includes removal of existing coatings with lead abatement procedures, application of approved paint systems, installation of new overflow pipe systems, replacement of cathodic protection systems, installation of fall protection equipment, and replacement of roof vents. As of December 8, 2025, 19 vendors had downloaded the RFB documents from the Demandstar platform. Sealed electronic bids are due December 17, 2025, at 2:00 PM CST, with work anticipated to begin in spring 2026 and completion by October 30, 2026. The contractor is allowed up to 120 calendar days (extended from the initially stated 90 days) to have each tank out of service during the project period.
Key clarifications in this addendum include confirmation that no bid or performance bonds are required, no bond retainage applies, and 5 percent retainage on pay requests applies until 50 percent completion with a maximum 10 percent retainage total. Strand Associates, Inc., as the engineering consultant, will perform periodic site visits for coating inspections with no additional third-party inspectors required. Lead and chromium analysis results for Reservoir 20 have been provided as an attachment; Reservoir 225 is suspected to contain no lead based on its original construction date. Specific coating specifications have been detailed, including Tnemec Series 971 Aerolon applied at minimum 50.0 DFT dry mil thickness per coat and alternative Sherwin Williams products for ductile iron piping at Reservoir 225. The revised Form D cost proposal reflects the deletion of the sidewall manway hatch replacement bid item for Reservoir 20 and the addition of a $10,000 cash allowance for structural engineering evaluation. An additional addendum addressing four additional questions was scheduled for December 11, 2025, and bidders must acknowledge receipt of all addenda on Form B to avoid potential disqualification.
