About this file
This addendum, issued January 12, 2026, by the Maryland Department of Health's Behavioral Health Administration, revises the Request for Applications for the Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs (ACCESS) grant program. The addendum modifies fringe benefit calculations and Internal Revenue Service documentation requirements for applicants responding to the original RFA. Applications remain due January 22, 2026, at 4:00 PM EST through the eMaryland Marketplace Advantage system. The contract term runs from July 1, 2026, through June 30, 2027, with potential extensions contingent upon funding availability, demonstrated progress, compliance with award conditions, and approved continuation applications. Eligible applicants include nonprofit organizations classified as tax-exempt under Internal Revenue Code Section 501(c)(3), local or state government agencies, public colleges, and state universities, all of which must maintain active Overdose Response Program authorization from the Maryland Department of Health.
The addendum specifically addresses fringe benefit rate calculations, revising requirements for private nonprofit organizations and government employees. Private nonprofit organizations are subject to either their federally approved indirect cost rate or the higher of the federal de minimis rate or 15 percent of eligible direct costs, with fringe costs capped at 37.81 percent of salary. State and local government employees' fringe rates are calculated according to applicable agency budget guidelines. Current ACCESS grantees face capped percentage increases on prior awards: 30 percent for state-authorized Opioid-Associated Disease Prevention and Outreach Program operators and 15 percent for non-OADPOP grantees. Applicant-specific annual funding limits are calculated through a formula incorporating jurisdiction-level substance use vulnerability measures, OADPOP operation status, years of service, fixed-site locations, and Rapid Analysis of Drugs program participation. Funding sources include SAMHSA State Opioid Response grants, CDC Overdose Data to Action in States cooperative agreements, and state general funds. Award types vary by applicant classification: Standard Grant Agreements for private nonprofits, UFD awards for local health departments, University Interagency Agreements for public colleges and universities, and Memoranda of Understanding for other government agencies.

1. The link for the Pre-Application Conference has been updated on the RFA Exhibit A and the Pre-Application Conference Agenda.
Note: It has been brought to our attention that there was an issue with the Google Meet link that was initially included in the RFA posting. The correct link has replaced the old link that was included. All other details of the RFA are staying the same.
